The major change is the increase of the proportion of new Philipino Canadians, matched by the decrease of new Chinese Canadians. As noted in Appendix F, there was a dramatic drop in new citizens in 2012.

As the country’s mix of new citizens changed in 2012, the USA and England fell off the top 10 list. CIC does not post the complete statistics.

Source: CIC Operational Databases, 4th Quarter 2012.

Pass rate refers to the average for the March – December 2011 period, before changes were made in the test questions and versions in 2012. As CIC Citizenship Management Quarterly Report, Second Quarter, FY 2012-13, is a custom report using different timeframes, the top 10 countries are slightly different, with Vietnam (average pass rate of 67.7%) and Algeria (average pass rate of 88.2%) replacing the USA and England.
