The more educated an immigrant is, the more likely they are to leave Canada, a new report on immigration data and patterns suggests.

It comes as the federal immigration and health ministers testified on barriers to attracting immigrants to work in the health care sector on Tuesday.

New immigrants are leaving Canada “at near-record rates, with highly educated and highly skilled immigrants leaving Canada at twice the rate of those with less education and lower skills,” a new report by the Institute of Canadian Citizenship and the Conference Board of Canada found.

The ICC releases an annual report which studies the causes of onward migration — or migration of people first into, then out of Canada using data from Statistics Canada.

New report outlines the biggest reasons immigrants stay in Canada, and it’s not just financial

As Canada risks losing more immigrants amid a rising cost of living, a new report finds the biggest factors in whether newcomers stay aren’t just financial.

While housing and affordability remain top concerns, a new survey of nearly 5,000 immigrants finds newcomers are far more likely to stay in Canada if they feel hopeful about their future and connected to the country, according to a report from the Institute for Canadian Citizenship on Tuesday.

Optimism about the future – measured by immigrants’ confidence in their personal and family prospects, plans for long-term life in Canada and belief that friends and family can succeed here – is the strongest driver of immigrant retention, with just a one per cent increase in optimism boosting the likelihood of staying by 28 per cent.

A one per cent increase in a sense of belonging – measured by identifying as Canadian, feeling accepted in Canada, trusting other Canadians and believing that the country provides good opportunities for one’s family – increases the likelihood to stay by 25 per cent.

The same increase in safety and stability raises the likelihood of a newcomer staying permanently by 16 per cent, and an uptick in economic optimism adds 15 per cent.

As Ottawa plans to slash the number of immigrants over the next three years, resulting in a 1.7 per cent drop in the country’s gross domestic product by 2027, it is crucial to retain talented immigrants who are already here, said Daniel Bernhard, CEO of the Institute for Canadian Citizenship.

New immigration targets are expected to cut Canada’s population growth by 1.4 million over the next three years, with permanent resident admissions dropping from 464,265 in 2024 to 365,000 in 2027, leading to 1.3 billion fewer hours worked, according to Canada’s parliamentary budget officer.

“Immigrants are hand-selected to address Canada’s most pressing needs and so each one that leaves is a great loss,” Bernhard said. “The needs they were brought here to fill do not leave with them.”

One in five immigrants who come to Canada ultimately leave the country within 25 years, with about one-third of those people moving on within the first five years, according to a November report from the ICC.

The report found that economic immigrants and francophones are the most likely to leave – the two categories of immigrants Canada prioritizes most.

The ICC is calling on policymakers to increase immigrant retention through targeted investments in domains that help build connection and optimism, including “initiatives that support newcomer skills development and labour market integration” and “activities that connect immigrant families and friends to each other and to other Canadians, building community, inclusion and belonging.”

“We know immigrants are leaving Canada, but until today, policymakers had very little evidence to guide investments in retention,” Bernhard said.

The survey shows that “making people feel at home, feel welcome, feel Canadian, feel attached to this place and to these people is more than just a nice thing we do for our newest neighbours,” he added.

“It’s a key growth and success strategy for the community.”

Bernhard: Canada’s most valuable import is talent – we need more of it

Not the more, but the who:

…A confident Canada would stop dwelling on arbitrary immigration targets and instead recruit people who have solved the very challenges we’re currently stuck on, in whatever numbers are required. Fundamentally, we have a mindset problem. We’re stuck in the antiquated paradigm where hardscrabble immigrants arrive with $5 in their pockets and build good lives upon hard work and Canadian generosity. In this paradigm, immigration is a favour we do for immigrants. 

But today’s truth is that immigration is one of Canada’s top three talent development pathways, alongside our education system and our innovation industries. We often fault immigrants for lacking Canadian experience, while ironically overlooking the pre-Canadian experience they have in solving the precise problems we face.

Canada is a great country, but we face many serious challenges. Talented people around the world have solved our problems – only they’ve done it elsewhere. They know how to do what we don’t. We can build a strong, sovereign Canada by recruiting them to play for our team.

A Rush to the Exits: It’s Not Just Immigration, Canada Has an Emigration Crisis

And of course, the issue of outflows has been increasingly prominent in Statistics Canada and work by the Institute for Canadian Citizenship and the Conference Board of Canada (Economic immigrants hand-picked by the federal government are leading a growing exodus of newcomers from Canada):

…Canada, as every schoolchild learns, has thousands of kilometres of undefended border. There are places where people cross officially, at roads and airports. Some people think of these border crossings as gates. But they are not gates. They are revolving doors. A lot of people go through them, in both directions, every year.

When digesting the economic data, it becomes obvious that the flow of people out of the country is following the flow of money. People want better incomes, better prospects. It seems like stating the obvious, but sometimes the obvious must be stated. The ones leaving Canada for the U.S. are the ones in a position to do so: the ones with globally marketable skills, independent incomes or inherited wealth, who can easily start anew elsewhere. And the ones who have decent incomes are usually the ones who have the brains as well. Canada is losing its best and brightest. Instead of easing, Canada’s brain drain is almost certain to intensify. Whoever holds office in Ottawa over the next decade will be hearing about it; let’s hope they do something about it.

On Harvard University’s Economic Complexity Index – a measure of an economy’s productive capacity – Romania jumped from 39th in the world in 2000 to 19th, just behind France. Canada is facing ever-greater competition from nations on the rebound just as it enters the second decade of serious economic deterioration.

Political leaders often tout Canada as a land of immigrants. In 2021, more than 8.3 million people, or 23 percent of the population, were immigrants, the highest proportion since Confederation. Never mentioned is that there could be as many as 5 million Canadians living abroad – one-eighth of the Canadian population. The inflated but often-insincere rhetoric about immigration, emanating from Liberal and NDP politicians in Ottawa and from much of mainstream media, has simply ignored the whole question of outflow from Canada, of how we have lost so many of our best and brightest – and, without major economic, fiscal and governance reforms, will keep right on doing so….

Canadians outraged over Parks Canada’s free admission to “newcomers” policy 

Typical overstating without appreciation of the policy and practical rationale to do so to strengthen integration and sense of belonging. And of course, no numbers on how many:

Many Canadians expressed their discontent with a newly announced Parks Canada policy allowing “newcomers to Canada and new Canadian citizens” free admission to all national parks, historic sites and marine conservation areas as part of a new policy.

According to the Parks Canada website, for the next year “admission to all national parks, national historic sites, and national marine conservation areas operated by Parks Canada.”

“Using the Institute for Canadian Citizenship’s Canoo mobile app, enjoy free admission to all places administered by Parks Canada across the country for one full year,” it reads. 

However, the free admission policy is limited solely to newcomers and new Canadian citizens, if you’re already a tax paying citizen, you’ll be paying full price. 

“Get back to nature and unwind amidst the spectacular scenery in Canada’s national parks and marine conservation areas,” reads the website. “Celebrate your arrival in Canada or your citizenship with great Canadian experiences,” it continued.

“Check out some of the most awesome places in Canada. We look forward to welcoming you!”

The 1998 Parks Canada Agency Act established Parks Canada as a separate Government of Canada Agency, which currently reports to Environment Minister Steven Guilbeault.

While daily admission and service fees and single-location passes are variable depending on the location, camping fees for a family pass begin at $151.25.

The announcement was met with strong disapproval on X, with the overwhelming majority of comments frustrated with the new policy.

Why are so many new immigrants leaving Canada? – CTV News

Immigrants to Canada are increasingly leaving this country for opportunities elsewhere, according to a study conducted by the Institute for Canadian Citizenship and the Conference Board of Canada.

In fact, the number of immigrants who left Canada rose by 31 per cent above the national average in 2017 and 2019.

According to the study, factors that influence onward migration include economic integration, a sense of belonging, racism, homeownership, or a lack thereof, and economic opportunities in other countries, the report revealed.

Amid a crunch on affordable housing and other services, Immigration Minister Marc Miller announced on Nov. 1 that the federal government intends to maintain its target of admitting 500,000 new permanent residents in 2026.

In the days since the announcement, dozens of people who came to Canada as immigrants have reached out to CTVNews.ca to explain why they’ve abandoned their efforts to build a life here, or are close to doing so.

Most respondents said the high cost of living and competition for jobs and affordable housing have driven them to look beyond Canada’s borders for better prospects.

Julian Cristancho immigrated to Canada from Colombia in 2019, after briefly considering the U.S., and started an entry-level human resources job after completing a human resources degree in Ontario. The job paid $17 per hour – not a living wage in most Ontario cities at the time, according to the Ontario Living Wage Network – and he quit after two years to apply for something better.

“It took around 50 applications and countless hours tailoring resumes and cover letters just to get three initial interviews and not hearing back from those companies,” he wrote in an email to CTVNews.ca. In Cristancho’s experience, Canada’s immigration system works well at getting people into the country, but not at setting them up for success after they’ve invested some time here, he said.

Emilson Jose, from India, has lived in Canada for 10 years and has learned that many Canadians can’t afford to live close to where their jobs are located, meaning they spend dozens of hours commuting each month.

“So literally you will spend the majority of your time on roads which could be otherwise spent with your family,” he told CTVNews.ca in an email. From daycare to housing to daily household expenses, Jose has found that the cost of living in Canada can easily exceed a family’s income. He said he worries how much harder it will be for his children to attain homeownership decades from now.

“No matter how much you make, your take home pay is not even keeping up the expense. Families barely keep their head above water,” he said.

“After 10 years of hardship, I am now a proud Canadian citizen who doesn’t want to live in Canada anymore.”

Saikiran Yellavula came to Ontario with his family to study in 2019 after having practised dentistry in India for two years. Yellavula got a job in retail while studying health-care administration at Conestoga College, and in 2021, he and his family became permanent residents. For the past 16 months, Yellavula has worked fervently to land a job more suitable to his education and training, with no luck.

“I have applied for approximately 2,000 jobs in Toronto, but have received only one interview,” he told CTVNews.ca in an email. “The high cost of living, particularly the soaring grocery prices, combined with the current inflation…has made it incredibly difficult to make ends meet.”

On top of struggling to get by in a city known for having some of the highest living expenses in Canada, Yellavula and his family have found Canada’s cold climate hard on their physical and mental well-being.

“The combination of these factors has led to a deeply disheartening and depressing experience, not just for us but for many other immigrants facing similar circumstances,” Yellavula said. “Regrettably, these challenges have driven us, as well as several others we know, to contemplate leaving Canada for good. It pains us to consider leaving a country that we initially chose with hope and optimism for a better future.”

Shahrukh Al Islam, originally from Bangladesh, has been in Canada since 2011, when he moved here for school at 18 years old. He excelled at the University of Alberta and received several academic scholarships. Upon graduating, he landed a job with Amazon in Vancouver. However, Canada no longer holds the same appeal it once did for Al Islam, and he’s preparing to move south, where he believes he will earn more, and enjoy more spending power.

“(I) will be leaving Vancouver for Seattle soon,” he told CTVNews.ca in an email. “Tech salaries are higher, taxes are lower, houses are cheaper and USD is stronger.”

Bernard De Vaal and his wife moved to Canada from South Africa in 2018 and tried for five years to build a life here. De Vaal completed a post-graduate program in journalism and the couple had a baby. In 2019, the small family moved from Windsor, Ont. to Vancouver to try and settle into life in Canada.

For another four years, they struggled with social isolation, the high cost of living and the prospect of reaching old age without a sufficient retirement fund. They settled for an apartment that didn’t meet their needs, but which was all they could afford. Eventually, they gave up on Canada.

“My wife and daughter have since moved back to South Africa with me having to stay and work in Vancouver to pay off the debt we accumulated over the course of the last five years,” De Vaal told CTVNews.ca in an email.

“We feel extremely let down by the ‘Canadian’ dream. What we found is a withering, uncertain and anti-working class government, happy to sell promises it never intended on keeping.”

Other readers who contacted CTVNews.ca cited health-care woes and a hostile political landscape among their reasons for leaving Canada, though affordability was still a common thread.

Bianca Mtz and her partner moved to Canada from Europe when she was 29 and both secured well-paying jobs in Vancouver. Mtz came armed with a master’s degree and a PhD in engineering.

Despite their professional success, the two found it hard to cover the expenses of their small family.

“We found ourselves merely scraping by, unable to afford a home to raise our child,” Mtz said in an email to CTVNews.ca

Meanwhile, although they had chosen Canada over the United States for its health-care system, they were unable to secure a family doctor.

Compounding these issues, Mtz said, were daily headlines about political scandals, policy failures and pervasive social inequality. It was enough to convince Mtz and her partner to return to Europe.

“Confronted with a society where hard work did not seem to correlate with fair rewards, where health care and educational systems were compromised, and where government corruption was not an anomaly but a recurrent headline, our longing for Europe’s more accountable and equitable social systems intensified,” Mtz said.

“We are thus compelled to return to a society where taxes lead to tangible public services, healthcare is a given right, not a privilege and where schools are havens of learning, unmarred by the pervasive reach of politics.”

Amid record immigration, some experts fear newcomers are ‘falling out of love with Canada’

Bit rambling and largely ignores the impact of the larger number of temporary residents coming to Canada as today’s StatsCan report shows over 2 million non-permanent residents.

Some interesting insights by the Institute for Canadian Citizenship, Business Council of Canada, Anil Verma, Richard Kurland, and the Ontario Chamber of Commerce:

historic 431,645 new permanent residents were added to Canada’s population in 2022, but decreasing affordability and a sluggish economy have many immigrants reconsidering a future in Canada.

Immigration advocates and business leaders say it will have troubling consequences for the country. 

Just over a year ago, a survey conducted by Leger on behalf of the Institute for Canadian Citizenship suggested that three out of 10immigrants in Canada aged 35 and under are considering leaving the country within the next two years. The reasons cited were the astronomical cost of living and unrecognized credentials. 

“We think that because we’re not an officially xenophobic country, and because we are more open to newcomers than most other developed countries in the world, that this is therefore just paradise and everyone will come and stay,” says ICC CEO Daniel Bernhard. 

The ICC is a national charity that assists newcomers with the immigration process and integrating into Canadian society. Bernhard says the ICC’s research team could find no official studies about Canada’s immigrant retention rate and are now in the process of conducting one themselves. 

“We do know…that the number of permanent residents who are becoming citizens has nosedived, so these are indications that newcomers are falling out of love with Canada,” says Bernhard. 

In February, the ICC reported that the 2021 census found just 45.7 percent of permanent residents had gone on to become citizens in that previous 10-year period, a sharp decline from 75 percent in 2001.

Canada fell from 9th place in 2016 to 15th in the Global Talent Competitiveness Index and scored poorly on immigration retention. 

“Two-thirds of our members directly recruit newcomers through the immigration system and then the rest of them hire newcomers once they’re already relocated in Canada,” says Trevor Neiman, the director of policy and legal counsel at the Business Council of Canada. 

Neiman, and others in the business community, say this poses a major problem for the country’s economy. 

“Having a sufficient supply of labour underpins our entire economic model,” says Daniel Safayeni, the vice president of policy at the Ontario Chamber of Commerce. “So for businesses, to be able to find and retain the talent that they need is critical, and immigration is part of that equation.”

However, others are skeptical of the alarm bells being rung over these potential departures. 

“We have processed more cases than ever, at a fraction of the cost,” says Richard Kurland, a lawyer and policy analyst at Kurland-Tobe, a law firm specializing in immigration. “We have undergone an upgrade. It is a work in process, not perfect by any means, but what can you say when you get more people we need in huge numbers at the lowest per case cost ever?” 

Canada’s brand is threatened

While noting Canada has a very strong immigration brand that has helped it retain the best and brightest over the years, Neiman says that brand is under threat due to Canada falling behind on immigration backlogs, affordable housing, and credentialing. 

Neiman points out that in the Global Talent Competitiveness Index, Canada fell from 9th place in 2016 to 15th, and scored poorly on immigration retention. 

Bernhard says Canada needs a sufficient working-age population to support the social services promised by the government but that many of the countries that Canada traditionally relies upon for a supply of immigrants are outperforming it in key areas. 

“We do need a fresh infusion of working-age people…there are a lot of other countries that have figured out how to deliver health care at a high quality for less money, they figured out how to build transit at a decent quality for less money, they figured out how to build housing at a decent quality for less money,” says Bernhard. 

Neiman says countries like India and China have worked to curb skilled emigration, resulting in many of their citizens choosing to return home after a period of working or being educated in Canada. 

In 2022, the Times of India reported that many Indian nationals working abroad were returning home due to pandemic-born uncertainties and competitive job offers. Furthermore, Neiman says countries like Australia, who have historically been less open to immigration, have changed their policies to make them more attractive. 

Last August, the Australian government raised its permanent annual immigration quota to 195,000, up from 160,000 in the previous year. Worth noting is that the GCTI ranked Australia in 9th place in 2022, Canada’s former position. 

“Businesses and governments need to be laser-focused on ensuring that Canada is the top choice for newcomers who have so many options, and who are so sophisticated, and can choose wherever in the world they want to be,” says Neiman.

Credentials aren’t recognized 

Bernhard notes that highly regulated professions such as engineering, nursing, law, and medicine have strong entry barriers in Canada. 

“Immigrants to Canada in the economic class tend to be about twice as likely as the average Canadian to hold a university degree,” says Bernhard. “They’re far better educated and tend to actually be considerably younger, so they have more working years ahead of them.” 

Credentials in fields like dentistry and medicine from countries like India and Iran, both sources of large numbers of immigrants, are often not recognized by those industries’ professional colleges in Canada. 

“A lot of people don’t find appropriate employment right away,” says Bernhard. “And eventually that gap shrinks, but the impact on earnings and things like that lasts forever.” 

In the past, these barriers have resulted in legal battles to ensure foreign accreditation is properly recognized, such as in B.C. to ensure that Indian-trained veterinarians could be allowed to practice without undue scrutiny. 

Calls to soften the barriers for people trained abroad in the medical profession have grown in recent years as Canada’s health-care system is increasingly strained by a lack of new doctors and nurses. Bernhard says other barriers exist for other professions as well. 

“What a lot of people do not realize is that there are other softer barriers for people like marketing professionals, HR people, all these non-regulated jobs, where peoples’ experiences are also not being fairly recognized in the workplace,” says Bernhard. “It’s a big problem for Canada, which reports shortages in these areas despite the presence of many people who are qualified and working below their capability.”

Not a new issue

Anil Verma, the professor emeritus of industrial relations and HR management at the University of Toronto’s Rotman School of Management, does not believe the trend of immigrants cooling to Canada is new at all. 

“Just to give you my personal perspective on this, I emigrated to Canada in 1974, and so now over the last 50 years, I’ve seen the ebb and flow of immigrants coming and going,” says Verma. “It accelerates in the years that the Canadian economy is not doing well. It is much less of a problem during growth years, so there is an economic cycle to this.” 

Safayeni says Ontario’s economy is expected to slow down eventually as a result of higher interest rates, so it’s understandable that businesses are feeling more pessimistic.

“But when you look at the top two concerns underpinning that concern, it’s labour shortages and inflation,” says Safayeni.

Verma believes modern immigration to Canada must be addressed as a long-term issue, and that the country is being affected by a globalizing economy. 

“I think that what has happened, and that is relatively newer, is that there is a global market now in high-tech talent,” says Verma. “If you are a cutting-edge medical researcher, or similarly positioned in your profession or occupation, there are people all over the world hunting for you, or enticing you to move.” 

“Our members are disproportionately using immigration programs to attract highly skilled and highly specialized talent,” says Neiman. “So things like cyber security professionals, engineers, mathematicians.” 

Neiman says the labour shortage situation has changed drastically in the past few years regarding the need to fill gaps in the labour market.

Neiman says that while they use the immigration system to address labour shortages, there is a wider interest in highly skilled immigrants with specialized areas of expertise.

“The particular skill set that’s in demand, that kind of a higher skill type of more specialized talent, has also grown as well,” says Neiman. “So I think there’s big structural forces here that are at play.”

Affordability matters

Internal migration may provide an example of how an issue like unaffordability is driving young, educated workers out of Toronto, Canada’s economic centre for the last 50 years, to more affordable cities like Calgary. One of the main reasons cited for Toronto’s unaffordability is the lack of housing supply in the Greater Toronto Area. 

Affordability has traditionally not been an area covered by the Chamber, but Safayeni says it has struck a task force to study the issue. In April, Alberta residents paid $873 less in monthly rent for an apartment, and $387,780 less when buying a house in March. 

Verma says affordability remains a huge problem, and that young people are drawn to urban centres like Vancouver and Toronto, but it becomes a problem when their salaries cannot cover the costs of living. 

Bernhard says the affordability crisis affects everybody, immigrant or non-immigrant. 

“Immigrants are a special class of people, but they also live in society with everybody else, and they’re subjected to the same pressures as everybody else,” says Bernhard. 

Verma, however, says people whose families have settled in Canada would be reluctant to uproot themselves and move away. He says the survey showing three out of 10 permanent residents are considering leaving Canada displays only their opinion, not what will actually happen. 

“I don’t see that this is a big problem. The main reason why people come to Canada is because of better economic opportunities,” says Verma. “Canada is a great place to live…wages are relatively high as compared to the world. They are not as high as in the U.S. but that has been true for the last 50 years.” 

Richard Kurland, the lawyer at Kurland-Tobe, however, says anybody who leaves Canada will be replaced by others.

“You have a bus where 25 percent of the passengers want out, and four times that number of people who want in,” says Kurland. “Anyone who wants to leave, God bless. There are a ton of replacements, with higher human capital scores, due to the nature of Canada’s new selection system.” 

Bernhard says Canada can learn from new immigrants to its benefit. 

“It isn’t just about standing still and replacing old people and hoping for the best. It’s about an optimistic vision for the future,” he said.

“Canada has always been built on that vision for hundreds of years, this is how we succeeded and I think that we need to keep that tradition alive.”
