Lederman: Florida’s book ban takes censorship to the next level

Just when you thought things couldn’t get any weirder or more depressing on the U.S. book-ban front comes this plot twist from Manatee County, Fla. The school board near Sarasota recently issued an edict that prompted teachers to remove all books from classrooms in response to new rules from the Florida Department of Education.

That policy states that all books in schools must be approved by a librarian (called a “certified media specialist”), or staff risk third-degree felony charges. With some classroom libraries too large to dispose of quickly, teachers have had to physically cover them up, with construction paper in some cases – or risk possible jail time. Teachers are not allowed to choose books for their classrooms. And only vetted books are allowed, to ensure they are free of pornographic material, age-appropriate, and don’t contain “unsolicited theories that may lead to student indoctrination.” It’s effectively leading to negative-option reading, and that’s led to the removal of such dangerous books as Sneezy the Snowman and Dragons Love Tacos.

Imagine a classroom without books. This is a scene cooked up by fools – who are somehow in charge of education – trying to create a nation of more fools. And Florida Governor Ron DeSantis, who signed the bill into law, has presidential aspirations. Imagine edicts like this being issued nationally.

Is the Sunshine State also the most ignorant? There’s stiff competition for the title – led by Texas, according to a report released in November by PEN America.

And if it’s sex these censorious anti-intellectuals are worried about, they may want to have a seat while we break the news to them: Kids don’t need to learn this stuff from banned-book queen Judy Blume, or from Robie Harris’s It’s Perfectly Normal: Changing Bodies, Growing Up, Sex and Sexual Health, another frequently censored volume. They can learn it from the internet, from sources far less trustworthy and much more graphic.

Canadian Margaret Atwood is another targeted author; The Handmaid’s Tale is among the most frequently banned books in the U.S. This month, it was among 21 titles banned by the school board in Madison County, Va. Four books by Toni Morrison also made the list, along with three by Stephen King.

Mr. King, a vocal opponent of censorship, tweeted this month: “Hey, kids! It’s your old buddy Steve King telling you that if they ban a book in your school, haul your ass to the nearest bookstore or library ASAP and find out what they don’t want you to read.”

In the new documentary Judy Blume Forever, which just had its world premiere at the Sundance Film Festival, the Are You There God? It’s Me, Margaret author calls the resurgence of book bans – which often target her novels – shocking. It’s “as if time stood still and we’re back in the eighties.

We’ve had a few book censorship controversies in Canada, too. Last year, the removal of three books from libraries in the Durham District School Board just east of Toronto, including David A. Robertson’s The Great Bear, was reversed after public outcry.

But book bans in the United States are becoming so rampant that they are now likelier to elicit heavy sighs rather than shock. Still, seeing the statistics in black and white is alarming. According to that PEN report, from July, 2021, to June, 2022, there were 2,532 instances of individual books being banned, affecting 1,648 individual titles. The two categories most frequently banned in schools were books with LGBTQ themes or prominent LGBTQ characters, and books with protagonists or prominent secondary characters of colour.

Students aren’t going to stop being gay – not that any right-thinking person would want them to – because a book that reflects their experience is no longer available in their classroom. Racialized children aren’t going to stop noticing they are racialized. While books are powerful, they are not so powerful that they can change a child’s identity. Their magic isn’t quite that literal. But they can help kids feel better, less alone.

This is not just about misguided parents. Book banning is a strategic political act, and well-connected advocacy organizations have been pushing it. PEN America has identified at least 50 such groups that are actively seeking these bans. And it is certainly a political choice to devote effort to protecting children from books, rather than guns.

Where does an anti-book culture lead? A recent essay in The Atlantic pointed to two prominent figures who have denounced books: Ye, the former Kanye West, who has called himself “a proud non-reader of books,” and Sam Bankman-Fried, who has said he would “never read a book.” A proud antisemite and a fallen tech bro facing multiple fraud charges, respectively.

I get asked a lot these days about misinformation, by people worried that youth are buying into lies about important issues and historical events. My answer always revolves around making sure young people have access to reliable information – the kind most easily found in books. The library over YouTube, always.

Kids, keep reading. Especially the books you’re being told not to read by villainous higher-ups. You’re the protagonist of your own story – and information is power.

Florida flies dozens of migrants to Martha’s Vineyard

Deplorable weaponization of asylum seekers, following the lead of Texas (where the migrants originated from), not to mention the way they were reportedly lured to get on the plane:

About 50 migrants arrived by plane in Martha’s Vineyard, Mass., Wednesday on a flight paid for by Florida Gov. Ron DeSantis and that originated in San Antonio, Texas.

The migrants touched down at about 3:15 p.m. local time. Later Wednesday, a spokesperson for DeSantis sent a statement to NPR and other news outlets confirming that the migrants were transported by Florida under a state program that was funded by the legislature earlier this year. The statement reads in part: “States like Massachusetts, New York and California will better facilitate the care of these individuals who they have invited into our country by incentivizing illegal immigration.”

The Florida statement refers to two planes, but local officials at Martha’s Vineyard say there was only one.

However, a number of migrants told NPR their flight originated in San Antonio, and that they were being transported to Boston.

NPR confirmed that a plane originated in San Antonio, made a stop in Florida and then another stop in South Carolina before flying on to Martha’s Vineyard. But apart from that layover, the migrants NPR interviewed had not spent time in Florida.

The unannounced flight drew anger from Massachusetts officials.

“We have the governor of Florida … hatching a secret plot to send immigrant families like cattle on an airplane,” said state Sen. Dylan Fernandes, who represents Martha’s Vineyard. “Ship them women and children to a place they weren’t told where they were going and never alerted local officials and people on the ground here that they were coming. It is an incredibly inhumane and depraved thing to do.”

NPR was able to interview three of the migrants late Wednesday. “They (the migrants) told us they had recently crossed the border in Texas and were staying at a shelter in San Antonio,” NPR’s Joel Rose said on today’s Morning Edition.

The migrants said a woman they identified as “Perla” approached them outside the shelter and lured them into boarding the plane, saying they would be flown to Boston where they could get expedited work papers. She provided them with food. The migrants said Perla was still trying to recruit more passengers just hours before their flight.

Andres Duarte, a 30-year-old Venezuelan, said he had recently crossed the border into Texas and eventually went to a shelter in San Antonio.

“She (Perla) offered us help. Help that never arrived,” Andres said. “Now we are here. We got on the plane with a vision of the future, of making it.” He went on to explain why he boarded the plane with so little information in hand. “Look, when you have no money and someone offers help, well, it means a lot.”

In Martha’s Vineyard, the migrants are staying at a church shelter while local authorities and nonprofit organizations figure out what’s going to happen next. Lisa Del Castro, who runs a homeless shelter on the island, said resources were initially scarce.

“Everything from beds to food to clothing to toothbrushes, toothpaste, blankets, sheets. I mean, we had some of it … but we did not have the numbers that we needed.”

Most of the arrivals spoke little or no English, and Spanish-speaking high school students were pressed into service as interpreters.

Edgartown Police Chief Bruce McNamee said many of the migrants were confused.

“We have talked to a number of people who’ve asked, ‘Where am I?’ And then I was trying to explain where Martha’s Vineyard is.”

The Wednesday flight extends a tactic by Republican politicians in primarily southern states have used to send migrants to Democrat-controlled cities in the north. Republican leaders have used this step to protest the rise in illegal immigration during President Biden’s time in office, and the issue figures to be prominent in November’s midterm elections.

Martha’s Vineyard has a reputation as a destination for the progressive elite, and DeSantis has been regularly bringing up the island enclave at his press conferences. Republican governors in Texas and Arizona have also been transporting migrants from the border to northern cities at taxpayer expense.

Democrats and immigrant advocates say those governors are essentially using migrants as political pawns. But the governors say are simply calling attention to a very real problem.

The U.S. Border Patrol is on pace to record 2 million apprehensions in a fiscal year for the first time ever.

Del Castro, who runs the Martha’s Vineyard shelter where the migrants spent the night, said the group is resilient.

“There’s some really sad stories. And then some people, the only thing they were expressing is how grateful they are to be here, and to be safe, and cared for, right? And, you know, their needs are immense right now.”

NPR spoke with Yesica, a migrant who gave only her first name because of her undocumented immigration status. She said she was uncertain about her future.

“Oh, goodness. I don’t know what is going to happen to us,” Yesica said, speaking in Spanish. “The truth is I am worried. It will be whatever God wishes, no? We’re here now and there’s nothing we can do.”

“Not even,” she added, “to take a step back.”

Discrimination may contribute to decline of ‘birthweight advantage’ in black immigrants

Striking and disturbing findings from Florida. Contrast between Blacks and Latinos also striking:

Black women have the highest prevalence of low birthweight babies compared to other racial and ethnic groups, but black immigrants typically have much better outcomes than their U.S.-born counterparts. Yet, little has been known about whether this “healthy immigrant” effect persists across generations.

According to a new study published by Princeton University researchers, the substantial “birthweight advantage” experienced by the foreign-born black population is lost within a single generation. In contrast, a modest advantage among foreign-born Hispanics persists across generations.

The authors suspect discrimination and inequality in the U.S. may be a contributing factor to this decline. Experiences of interpersonal discrimination, both before and during pregnancy, are likely to trigger physiological stress responses that negatively affect birth outcomes, they said.

The study, published in Epidemiology, has important public health implications given that low birthweight is a significant predictor of a broad range of health and socioeconomic outcomes throughout one’s life. The findings also underscore the potential role of discrimination in producing racial and intergenerational disparities in birth outcomes.

The research was conducted by Noreen Goldman, the Hughes-Rogers Professor of Demography and Public Affairs in the Woodrow Wilson School of Public and International Affairs, and first author Theresa Andrasfay, who received her Ph.D. from Princeton’s Program in Population Studies.

Motivated by an earlier study of a small number of black immigrants in Illinois in the 1950-1970s, the researchers felt that conclusions regarding intergenerational changes in birthweight warranted a larger sample based on recent data in a popular immigrant destination state.

The authors analyzed administrative records from 1971 to 2015 in Florida, which receives a large number of black immigrants from the Caribbean. They linked several hundred thousand birth records of daughters to those of their mothers. This allowed them to compare birthweights of daughters born to foreign-born and U.S.-born mothers with the birthweights of their granddaughters. The study provides estimates of these intergenerational changes in birthweight for white, Hispanic, and black women.

The results point to what the researchers call a large foreign-born advantage among blacks: 7.8% of daughters born to foreign-born black women are low birthweight (under 2,500 grams or 5.5 pounds) compared to 11.8% among U.S.-born black women. But, whereas foreign-born Hispanic women maintain a birthweight advantage in the next generation, black women see this advantage essentially eliminated with the birth of their granddaughters. These granddaughters are more than 50% more likely than their mothers to be low birthweight. In contrast, the increase in low birthweight prevalence between daughters and granddaughters of U.S.-born black women is only about 10%, which is more in line with national increases in low birthweight over the same time period.

Andrasfay and Goldman were surprised by the rapidity with which the foreign-born advantage among black women was lost. After only one generation spent in the U.S., the prevalence of low birthweight is almost as high among the granddaughters of foreign-born black women as among the granddaughters of U.S.-born black women (12.2% vs. 13.1%) and is considerably higher for both groups of black infants than for white and Hispanic babies.

The authors identified an equally striking finding with regard to differences in low birthweight by level of schooling. Contrary to the pattern found among all other racial and ethnic groups, foreign-born black women are about as likely to have a low birthweight daughter if they have low or high levels of schooling. However, in the next generation, the prevalence of low birthweight declines as maternal education increases. This likely reflects a difference in the context in which mothers received their education.

In the U.S., mothers with less than high school education are disadvantaged in multiple ways, but women who obtained this same level of schooling before immigrating to the U.S. were likely relatively advantaged in their origin countries.”

The authors controlled for socioeconomic and health-related risk factors, including characteristics of women’s neighborhoods that varied among racial, ethnic, and nativity groups, but these factors did not account for their findings. They concluded that the high frequency of low birthweight babies among blacks, and the increase from daughters to granddaughters among black immigrants, were likely both due to exposure to discrimination and inequality. “Unfortunately,” said Goldman, “high quality measures of discrimination are notoriously difficult to obtain.”

The researchers note several limitations of the study. The study is based on birth records from only one state, Florida, and in order to observe multiple generations within the same family, the study was restricted to families in which both daughters and granddaughters were born in Florida. Though the main analysis used only female births, there is evidence that the findings extend to male births. Nevertheless, their study has important implications.

“Though black immigrants currently make up a small share of the population, their numbers are growing,” said Andrasfay. “This growth emphasizes the importance of understanding how their health evolves with time in the U.S. to better understand future disparities.”

“Foreign-born blacks may experience less prejudice than their U.S.-born peers because they have spent part of their lives in majority black countries where discrimination may be less severe than in the U.S.,” said Goldman. “In contrast, their children spend their entire lives in a more racialized social environment than found in the Caribbean, which could explain the worsening of birth outcomes between generations.”

“This study also underscores the need for more research,” said Goldman, “both to develop better measures of interpersonal discrimination and to identify epigenetic mechanisms that link social stressors to birth outcomes among black women.”

The paper, “Intergenerational change in birthweight: effects of foreign-born status and race/ethnicity,” was published online in Epidemiology on June 1 and will be featured in the September print edition.

Most of the 23 million immigrants eligible to vote in 2020 election live in just five states

Useful perspective and comparisons:

About one-in-ten people eligible to vote in this year’s U.S. presidential election are immigrants. And most (61%) of these 23 million naturalized citizens live in just five states.

California has more immigrant eligible voters (5.5 million) than any other state, more than New York (2.5 million) and Florida (2.5 million) combined. Texas and New Jersey round out the top five, with 1.8 million and 1.2 million immigrant eligible voters, respectively.

Here is a closer look at immigrant eligible voters in these five states.

How we did this

1Asians make up 43% of immigrant eligible voters in California, the highest of any racial or ethnic group.Nationally, Latinos make up a higher share of immigrant eligible voters than Asians (34% vs. 31%), but the reverse is true in the Golden State, where many Latino immigrants are ineligible to vote because they do not hold U.S. citizenship.

California’s immigrant eligible voters come from many countries. But three origin countries account for 46% of the total: Mexico (1.5 million immigrant eligible voters), the Philippines (604,000 voters) and Vietnam (430,000 voters).

The vast majority of California’s immigrant eligible voters (75%) have lived in the United States for more than 20 years. The share is highest (82%) among California’s Latino immigrant voters. Smaller majorities of Asian (71%), white (71%) and black (59%) immigrant eligible voters in California have lived in the country for at least two decades. English proficiency varies widely among the state’s immigrant eligible voters. For example, 86% of black immigrant eligible voters in California are English proficient, a substantially higher share than among all the state’s immigrant eligible voters (55%).

2New York stands out for the racial and ethnic diversity of its immigrant eligible voters. Asians (26%), Latinos (25%) and whites (25%) make up similar shares of the state’s immigrant eligible voters, while black immigrants (21%) are a slightly lower share.

When it comes to speaking English, black immigrant eligible voters in New York are substantially more likely to be English proficient (89%) than white (66%), Asian (52%) and Latino (47%) immigrant voters.

In New York, no single birth country accounts for a large share of the state’s immigrant eligible voters; about a quarter of foreign-born voters come from the state’s three largest birth countries. Immigrants from the Dominican Republic are the largest single group, with 264,000 eligible voters, followed by China (207,000) and Jamaica (143,000).

3Latinos make up 54% of Florida’s immigrant eligible voters, far higher than the shares of white, black and Asian immigrant voters in the state (17%, 16% and 10% respectively).

Florida’s immigrant voters have varying levels of English proficiency. For example, around half (51%) of Latino immigrant eligible voters are proficient in English, a far lower share than among white (82%) or black (81%) immigrant voters.

With 606,000 voters, Cuban immigrants are the largest group in Florida’s foreign-born electorate. Colombian immigrants, at 190,000, and Haitian immigrants, at 187,000, are the second- and third-largest groups.

4Texas rivals Florida in its share of Hispanic immigrant voters. Roughly half (52%) of all immigrant eligible voters in Texas are Hispanic, a share that trails only Florida (54%) among the top states. Asian immigrants are the second-largest group in Texas at 29%.

Around seven-in-ten immigrant voters in Texas (68%) have lived in the U.S. for more than two decades, similar to the share among all U.S. immigrant voters (68%). However, the share of long-term residents is notably lower among black immigrant voters in Texas (40%).

A high share of black and white immigrant voters in Texas are English proficient (88% and 85%, respectively). Lower shares of Asian (64%) and Hispanic (47%) immigrant voters are proficient. This is similar to the pattern nationally.

By country of birth, Mexican immigrants alone account for 40% of all immigrant voters in Texas, or 736,000 people. The second-largest group, with 130,000 voters, are immigrants from Vietnam, while Indian immigrants, with 115,000 voters, make up the third-largest group in the state.

New Jersey has the highest share of Asian immigrant eligible voters with a bachelor’s degree or higher5New Jersey has a high share of Asian immigrant voters with a college degree. About two-thirds of Asian immigrant voters in New Jersey (66%) have a bachelor’s degree or higher. That’s substantially higher than the share among other immigrant voter groups in the state and the share among immigrant voters in the U.S. overall (36%), including those who are Asian.

Among New Jersey’s 1.2 million immigrant eligible voters, 32% are Latino, 30% are Asian, 25% are white and 11% are black.

Meanwhile, the top birth countries for immigrant eligible voters in New Jersey are India (122,000 voters), the Dominican Republic (103,000) and the Philippines (63,000).

New Florida Law Lets Residents Challenge School Textbooks : NPR

Symbolic of an ongoing decline of America, and an increasing age of ignorance:

Keith Flaugh is a retired IBM executive living in Naples, Fla., and a man with a mission. He describes it as “getting the school boards to recognize … the garbage that’s in our textbooks.”

Flaugh helped found Florida Citizens’ Alliance, a conservative group that fought unsuccessfully to stop Florida from signing on to Common Core educational standards.

More recently, the group has turned its attention to the books being used in Florida’s schools. A new state law, developed and pushed through by Flaugh’s group, allows parents, and any residents, to challenge the use of textbooks and instructional materials they find objectionable via an independent hearing.

Flaugh finds many objections with the books used by Florida students. Two years ago, members of the alliance did what he calls a “deep dive” into 60 textbooks.

“We found them to be full of political indoctrination, religious indoctrination, revisionist history and distorting our founding values and principles, even a significant quantity of pornography,” he says.

The pornography, Flaugh says, was in literature and novels such as Angela’s Ashes, A Clockwork Orange and books by author Tony Morrison, which were in school libraries or on summer reading lists.

Flaugh says he’s just as concerned about how textbooks describe U.S. history and our form of government. “I spent over 20 hours with a book called ‘United States Government,'” he says.

He found more than 80 places where he believes the textbook was wrong or showed bias, beginning with the cover. Its subtitle is “Our Democracy.”

“We’re not a democracy, we’re a constitutional republic,” Flaugh says.

He believes many textbooks downplay the importance of individual liberties and promote a reliance on federal authority, and what he calls “a nanny state mentality.”

Members of Florida Citizens’ Alliance have other concerns, including how some textbooks discuss Islam. Others take issue with science textbooks and how they deal with two topics in particular: evolution and climate change.

Flaugh says the law, which was signed by the governor on June 26, is intended to make sure scientific theories are presented in a balanced way.

“There will be people out there that argue that creationism versus Darwinism are facts. They’re both theories,” he says.

Science educators say that’s a familiar argument and one that fundamentally misunderstands the nature of a scientific theory.

“In everyday conversation, a theory is a hunch or guess,” says Glenn Branch, with the National Center for Science Education. “That’s not how scientists use it. For scientists, a theory is a systematic explanation for a range of natural phenomena.”

Cell theory, gravitational theory, and evolutionary theory are all evidence-based, well-tested explanations of aspects of the natural world.

Another member of Florida Citizens’ Alliance, David Bolduc, is most concerned about protecting the U.S. Constitution. But he also sees bias in how textbooks deal with science, including climate change.

“It seems to me it’s very slanted in one direction,” Bolduc says. “That man is at fault, and that it’s definitely happening and that it’s real. You know the Al Gore lines.” Bolduc also believes parents should be able to challenge how textbooks deal with evolution.

In Florida and nationally, it’s those last two topics — climate change and evolution — that have sparked the greatest interest. Branch says the bill clearly was formed with those issues in mind.

“In affidavits submitted to the legislature in support of the bill, they said, ‘we complained that they were teaching evolution. We complained that they were teaching climate change and they wouldn’t listen to us. So that’s why we need this new law,'” he says.

Under the law, school districts will still have the final say. Even so, some worry the law will have a chilling effect.

Brandon Haught, a high school environmental science teacher and a member of Florida Citizens for Science, says “a science teacher might feel like, ‘argh, I’ve got all this heat coming down on all of us teachers. Maybe we should just not teach it as strongly, maybe just briefly cover it and move on.'”

Florida’s Department of Education is developing guidelines for school districts on how to comply with the law. The state school board association says one thing is clear — more challenges to the textbooks adopted by Florida schools are likely.
