DEI is ‘illiberal, anti-merit,’ says analyst as Poilievre pushes to end government DEI programs

The echo chambers reinforce each other. While some measures of merit are objective, character measures are more challenging. And of course the irony given that much of this discourse comes from South of the border, where merit and character are sorely lacking among many politicians and political appointees:

Bringing an end to diversity, equity and inclusion initiatives within Canada’s government, as proposed by Pierre Poilievre, would allow people to be chosen for roles based on merit and character, says the founder of a Canadian think tank.

It goes to the basic question of what kind of society you want and what governments should be doing. Governments should not have bureaucracies whose job it is to discriminate based on skin colour, ethnicity, gender,” Mark Milke told National Post.

Milke is the president of Aristotle Foundation for Public Policy, which is dedicated to renewing a common-sense approach to public discourse and policy.

He said diversity, in general, within Canada “adds to the potential for greater understanding, for greater economic growth.” But used within the context of DEI, it can lead to restrictions of Canadian identity based on skin colour.

Milke’s comments come after the Conservative leader urged Canadians to show support in shuttering such programs within the government by signing a petition. Poilievre said he wants to “restore the merit principle” in a post on X….

Bonner: Repairing the fray: Improving immigration and citizenship policy in Canada

Hard to understand why a former staffer with exposure to immigration issues, could advance such naive, politically and in some cases, judicially unrealistic proposals in response to some of the legitimate policy concerns and failures that he points out.

Some examples. Government reorganization into a super ministry would result in significant transition processes and distract from substantive issues. Would any international campaign focussed on values discourage those with other values? No country has had success with pro-birth strategies. Differential time requirements for citizenship would be Charter non-compliant:

….Immigration has been a good thing in the past. It should be in the present and future, too.

This study has three main parts: (1) an exposition of the economic and cultural challenges of mass immigration (including a short history of immigration policy in Canada), (2) a comparative analysis of other immigration systems that we can learn from, and (3) a series of policy options for improving the Canadian system.

To repair Canada’s frayed immigration system, this study makes the case for the following recommendations:

1. Lower the annual permanent residency target to a more manageable level (e.g. 200,000).

2. Strengthen the process of deportation for any non-citizen found guilty of violent crime, supporting terrorism, or expressing hatred for Canada.

3. Execute an international campaign to discourage immigration by anyone unwilling or unable to respect our founding cultures and unwilling or unable to integrate.

4. Prioritize international students pursuing courses of study of high importance to our labour market and supply chains.

5. Re-engineer the points system to emphasize language, age, and domestic education.

6. Consolidate all “population” ministries to create the Ministry of Human Resources Canada (MHRC).

7. Make the main mandate of MHRC to ensure that economic immigration serves the national interest.

8. Require MHRC to implement a pro-birth strategy.

9. Lengthen the time requirement for citizenship, except for immigrants from peer English- and French-speaking countries.

10. Phase down and abolish the Temporary Foreign Worker Program permanently.

11. Establish a uniform standard of credential recognition in self-regulating professions and skilled trades.

We have the right and the obligation to raise the value of Canadian citizenship, and to demand more of our citizens. Above all, however, efforts at integration should proceed not from a dislike of other places, but from a love for Canada….

Ivison: DEI screening comes before merit questions in Canadian university hiring

Disappointing that Ivison would cite this tendentious study without background, context, nuance and deeper analysis. And, of course, no real assessment of whether the quality of academics hired has decreased or increased given various inclusion and equity policies. Suspect a mix, as in most hiring:

…But Milke suggested the point is made just as effectively by pre-screening. 

“What they do at the front end is to try and sort through people who they may consider overrepresented, to use an awful word, in a certain profession or faculty.”

He said that merit-based appointments would naturally become more diverse, reflecting the more ethnically diverse country that Canada has become. 

“The problem with diversity, equity, and inclusion, and this attempt to make everything exactly equal at the end and discriminate at the front end to do that, is you’re not looking at merit and qualifications the way that universities claim they are. Instead, you’re basically banning people from the position who don’t fit some irrelevant, non-changeable category.”

Milke said DEI policies entrench the notion that Canada is a systemically racist state. 

“Now, 100 years ago, there was systemic racism. If you were Chinese, for example, you could not get into a white hospital. They had to set up their own hospital. The same with Jewish people in Toronto, which is why Mount Sinai Hospital was set up. But that was 100 years ago. Systemic racism has been outlawed in Canada since the 1950s. You still find individual cases of prejudice, but systemic racism as a policy, as a law, began to be abolished in places like Ontario in the early 1950s.”

Ivison noted that the Trump administration is moving quickly to dismantle DEI in its areas of jurisdiction but that in Canada, the Liberal government has been an enthusiastic cheerleader of the policies, linking DEI hiring to federal funding. 

Milke said he would like to see the federal government reverse direction and admit students and professors based on merit and achievement. 

“The fundamental nature of DEI is flawed and what governments and universities should be doing is saying, ‘look, how can we restructure this? We do want people of all colours, creeds, backgrounds to succeed and help them to do that, but not by focusing on irrelevant characteristics’.

“The more they go down the DEI path, universities are going to capture a segment of the population that believes racism explains all, or mostly all. So, I think a federal government should strongly consider going back to not only Martin Luther King’s vision of equality of the individual (but to) Pierre Trudeau’s vision, in which he believed in the equality of the individual.”

Milke said he believes diversity is a very positive quality and that successful cultures and civilizations need an array of ideas to flourish. 

“These days, we may be admitting too many immigrants at once to have everyone get or provide housing, (but) that’s a separate issue. In the main, cultures that beg, borrow, and steal from each other generally succeed. Diversity is not a bad thing. It can be a very good thing. But not when it’s top down and people look at you and assume because you’re a certain skin colour, you’ve got privilege. I mean, it’s a fallacy.”

Aristotle Foundation: ‘Overwhelming majority of the Canadian poor are white,’ report finds [misleading use of statistics]

Both the article and the report misrepresent the data as it looks at number living in poverty rather than the percentage of each group who are in poverty. For example, stating that 58 percent of white people living in poverty is less than their 74 percent of the Canadian population.

The table below provides a more accurate picture by contrasting the share of the population and poverty rates by group and generation, compared to the non visible minority population. Poverty rates remain higher across generations for Blacks, Latin American and West Asians.

It is one thing to argue against the degree that race affects poverty rates or the effectiveness of specific policy approaches, another to present the data in a tendentious manner or to argue that systemic racism has no impact on poverty rates:

A new report by the Calgary-based think tank Aristotle Foundation suggests that Canada’s race-based approach to fighting poverty might be flawed, since it is based on an incorrect assumption that race, racial discrimination and poverty are tightly linked.

The paper, “Poverty and Race in Canada: Facts about Race, Discrimination, and the Poor,” analyzed recent Statistics Canada data and also looked at public policy initiatives at both the provincial and federal levels that are designed to fight poverty.

It found that between 7.4 and 10.6 per cent of Canadians are living in relative poverty, depending on how one defines the term.

At the low end, defined by low after-tax income, some 58 per cent or 1.6 million people living in poverty are white, or what StatsCan refers to as “not a visible minority nor Indigenous.” For the other figure, which measures poverty based on the cost of living, 2.5 million people or 64.4 per cent of the group living in poverty are white.

“In other words, the overwhelming majority of the Canadian poor are ‘white,’ and thus cannot receive race-based allocations from governments if unchangeable characteristics such as skin colour or ethnicity are accounted for in policy,” the group said in a press release announcing the findings.

The paper points to government documents that use the link between race and poverty to justify race-based remedies that it says ignore many needy people.

A federal document outlining Canada’s anti-racism strategy notes: “Anti-Black racism is manifested in the legacy of the current social, economic and political marginalization of African Canadians in society such as the lack of opportunities, lower socio-economic status, higher unemployment, significant poverty rates and over-representation in the criminal justice system.”

Ontario’s anti-racism strategic plan includes the same statement almost word for word.

What’s more, the report says, government anti-poverty programs with racial qualifiers can end up misdirecting resources to those who are not even poor.

It cites Ontario’s Racialized and Indigenous Supports for Entrepreneurs (RAISE) grant program. Using the low-income-after-tax measure, eligibility for this race-based funding would apply not only to 1.4 million low-income earners in Canada (the total low-income visible minority and Indigenous population) but also to nearly 10.5 million minorities or Indigenous who are not low income, while excluding non-minority, non-Indigenous low-income earners.

“Put another way,” the report says, “this funding would be inaccessible to 64 per cent of those who are low-income, and of those who do qualify for the funding based on race, only 11.9 per cent are low-income. This is not a sensible way to design an anti-poverty program.”

The study also found that some minority groups in Canada are as likely or in some cases less likely to be poor compared to white Canadians. These included Canadians of Japanese, Korean, South Asian and Chinese ancestry, all of whom have higher average weekly earnings that their white counterparts.

The study suggests delinking poverty from race, and says governments should strive to address the “root issues” of poverty by strengthening, or minimizing interference with, what it calls the “success sequence”: finish high school, work full time, and marry before having children. These markers, it says, predicate a non-poverty life for the vast majority of people in the U.S. and Canada.

“Systemic racism is not the cause of poverty in Canada,” says lead author and financial analyst Matthew Lau. “While some visible minority groups experience poverty in numbers disproportionate to the general population, it is also true that some visible minority groups are less likely to live in poverty, such as Canadians of Filipino, South Asian, and Latin American ancestry.”

“Poverty is colour-blind, and thus poverty policy which excludes some Canadians and favours others based on colour or ethnicity omits a vast swath of the poor in Canada, in addition to being illiberal,” adds co-author and Aristotle Foundation research director David Hunt, “The focus of anti-poverty policy in Canada should instead be focused on the individuals in need and on creating widespread opportunity for all.”
