Why is a Canadian literary magazine supporting ‘armed resistance’?

Good point. Not just literary magazines…:

…So far as I know, there isn’t a Canadian literary magazine devoting an issue to the hard work of mutual understanding and peaceful coexistence. If there was, I would contribute to it.

I wonder if publishing an article calling for armed resistance breaks any Canadian laws. For example, if a magazine or newspaper called for people in a Canadian city to blow up their local police station and someone actually did it, would the publisher of the magazine bear any legal responsibility? If so, would it change if the police station was outside Canada, but the publisher is in Canada?
