The contrary view on diversity that focusses on the individual and discounts or ignores broader systemic factors at play, although there is merit to considering other aspects of diversity. Diversity of thought, of course, is the hardest one to measure and manage, including the question of limits:

If recent controversies over diversity hiring practices at Google and Microsoft are any guide, internal company message boards are the new culture war battleground.

This week, Quartz published a story about disagreements over diversity policies among Microsoft employees that were being aired on the company’s internal chatroom, Yammer. One of the posts criticized Microsoft’s diversity initiatives as “discriminatory hiring,” and suggested, “women are less suited for engineering roles.” “Many women simply aren’t cut out for the corporate rat race, so to speak, and that’s not because of ‘the patriarchy,’ it’s because men and women aren’t identical,” the employee wrote.

Is Islam an increasingly polarizing political cleavage in Indonesia?

Good overview:

Indonesia conducted its presidential election on April 17, the fourth direct presidential election since the country’s transition to democracy in 1998. The election pitted two long-term rivals against each other: incumbent President Joko Widodo (popularly known as “Jokowi”) and former Suharto-era General Prabowo Subianto. It was one of the most divisive elections in Indonesia’s 73-year old history as an independent nation. It also saw Islam being used as a tool to create divisions in the largest Muslim-majority country in the world—a political cleavage that could divide the fourth most populous country in the world for a generation or more.

Two distinct political camps have emerged from the election, largely based on different interpretations of Islamic political theology and regional identities. Jokowi, who is widely expected to win re-election according to preliminary returns, is supported by a coalition of moderate Muslims living in central and eastern Java, the most populous island in Indonesia. Many are members of Nadhlatul Ulama (NU), Indonesia’s largest Muslim organization. Jokowi also enjoys wide support among Indonesia’s substantial non-Muslim minority. Meanwhile, Prabowo is supported by conservative and hardline Muslims living primarily in the western coast of Java, as well as in the islands of Sumatera and Sulawesi.

During the eight-month campaign period, hardline Islamists within the Prabowo camp have portrayed Jokowi as a leader who lacks strong Islamic credentials and who is planning to implement policies to repress deeply religious Muslims. In return, NU members who supported Jokowi have portrayed these hardliners as religious extremists who wish to turn Indonesia into an Islamic or caliphate-based state.

Many of Prabowo’s Islamist supporters were former participants of 2016-17 Defending Islam movement (Aksi Bela Islam)—a movement to remove former Jakarta Governor Basuki Tjahaja Purnama (popularly known as “Ahok”), who was a former Jokowi ally. A Christian of Chinese descent, Ahok was accused of committing religious blasphemy after he misspoke in a campaign rally.

Up to one million Muslims participated in the rallies sponsored by the Defending Islam movement. They ranged from members of hardline groups like Islamic Defenders Front (FPI) and Islamic Community Forum (FUI) to those affiliated with Muhammadiyah—Indonesia’s second largest Islamic organization, which tends to be moderate theologically but is less inclined to support Jokowi’s policies (compared to NU). These rallies resulted in Ahok’s re-election defeat and subsequent conviction for religious blasphemy, for which he served two years in prison.

Emboldened by their success, former Defending Islam activists—now calling themselves “Alumni 212”—set their next political target: President Jokowi himself. They aligned themselves with Prabowo long before the presidential election campaign started in August 2018 by forming groups like #2019ChangePresident (#2019GantiPresiden), which staged mass rallies and protests against Jokowi between March and September 2018.

The president feared the #2019ChangePresident group so much that he ordered law enforcement officers to disband its rallies and brought criminal charges against some of the group’s leading figures, including NGO activist Ratna Sarumpaet and singer Ahmad Dhani. These resulted in a growing concern that Jokowi is responding to the challenge from hardline Islamists by using authoritarian measures.

Once the formal campaign period began, Alumni 212 aligned themselves with Islamic parties like the Prosperous Justice Party (PKS) and the National Mandate Party (PAN) to support Prabowo’s presidential bid. It formally endorsed Prabowo in September 2018, even though Prabowo reneged on his promise to pick an Islamic cleric (ulama) as his running mate. Prabowo selected billionaire Sandiaga Uno as his vice-presidential candidate instead.

Under pressure to increase his Islamic credentials, Jokowi chose Indonesia’s most senior Islamic cleric: Ma’ruf Amin, head of the Indonesian Council of Ulama (MUI), who was also NU’s supreme leader. It was done despite concerns from pro-democracy and human rights advocates regarding Amin’s track record on religious and other minorities. As long-term head of MUI’s religious edicts (fatwa) commission, Amin was thought to be responsible for the issuance of fatwas condemning Ahmadi Muslim minorities (2005) and LGBT people (2012), which resulted in increased number of communal violence and persecutions against the two groups in the last decade.

However, Amin’s selection as Jokowi’s vice-presidential nominee solidified the NU leadership’s support for Jokowi. He received endorsement from its leaders and leading clerics, who also campaigned heavily for his re-election.

Meanwhile, in addition to Alumni 212, PKS, and PAN, Prabowo also received endorsements from Indonesia’s leading popular ulama—such as Abdul Somad, Abdullah Gymnastiar, and Adi Hidayat. These ulama are active internet users to propagate their teachings and have millions of social media followers, particularly among young Muslims between the ages of 20 and 35.

The mobilization of mainstream Islamic groups like NU in Jokowi’s camp and Alumni 212 and other hardline groups in Prabowo’s camp caused this year’s presidential campaign to take an ugly turn. The hardliners painted Jokowi as a “non-devout Muslim” and an “anti-Islamic” leader who plans to impose new restrictions against Muslims’ religious freedom. Meanwhile, NU clerics have accused Prabowo of siding with radical Islamists, claiming he plans to turn Indonesia into a caliphate state.

Research by the Indonesia Program of the S. Rajaratnam School of International Studies (RSIS) in battleground provinces like Central Java, East Java, West Java, and South Sulawesi clearly shows that mobilization efforts done by hardline supporters of Prabowo were responsible for increasing Prabowo’s support among religious voters within these provinces. However, NU leaders’ portrayal these groups as radical Islamists with an extremist agenda also mobilized its followers—who mainly live in Central and East Java—to support Jokowi as well.

The polarized rhetoric used by both sides during this campaign might have contributed to the record voter turnout: estimated to be around 80 percent. It is now feared that the religiously-based polarization strategies used during the election might have long-term repercussions in Indonesian politics and society. Alumni 212 is now planning a new series of mass rallies to challenge the election results. Tough statements issued by Indonesian Armed Forces Chief Hadi Tjahjanto and National Police Chief Tito Karnavian in response to this plan indicated that Jokowi might be considering additional crackdown measures against these Islamists, in an effort to further marginalize them from Indonesia’s public sphere.

To conclude, a new axis of Islam and politics is emerging in Indonesia today. Hardline Islamists will continue to challenge Jokowi during his final five-year term as Indonesia’s president. However, if he decides to crack down against them, it might result in further deconsolidation of Indonesia’s democracy, which will be a setback in Indonesia’s trajectory as a Muslim-majority democratic nation.

Ukraine’s Newly Elected President Is Jewish. So Is Its Prime Minister. Not All Jews There Are Pleased.

Interesting dynamics:

When Volodymyr Zelensky, the Jewish comedian recently elected the president of Ukraine, announced that he was running, the chief rabbi for the eastern Ukrainian region where Mr. Zelensky grew up was shocked by the hostile reaction.

But the opposition, Rabbi Shmuel Kaminezki said, did not come from the Orthodox Church, a bastion of anti-Semitism in the past, or from a Ukrainian nationalist movement that collaborated with the Nazis during Hitler’s invasion of the Soviet Union. They could not seem to care less that Mr. Zelensky was a Jew, the rabbi recalled.

Instead, the hostility came from Mr. Zelensky’s fellow Jews, both secular and religious, for whom painful memories of czarist-era pogroms and the Holocaust are still very much alive.

“They said, ‘He should not run because we will have pogroms here again in two years if things go wrong,’” said Rabbi Kaminezki, the chief rabbi in Dnipro, the capital of Ukraine’s Dnipropetrovsk region.

Despite its scarred history, Ukraine today is no hotbed of anti-Semitism. It already has a Jewish prime minister, Volodymyr Groysman, and if he stays on after Mr. Zelensky is sworn in, Ukraine will be the only country outside of Israel where the heads of state and government are Jewish.

Religion barely came up during the campaign.

The reason, said Igor Shchupak, a Holocaust historian in Dnipro, is that past persecution of Jews was carried out mostly when Ukraine’s territory was under the control of foreign states, principally Russia and Germany, that made anti-Semitism official policy.

“We have anti-Semites today, but we have no anti-Semitism as a state policy,” he said.

A survey by the Pew Research Center found that only 5 percent of Ukrainians surveyed would not accept Jews as fellow citizens, compared with 18 percent of Poles, 22 percent of Romanians and 23 percent of Lithuanians. Ukraine now has the world’s third- or fourth-largest Jewish community, but estimates of its size vary wildly, ranging from 120,000 to 400,000 people, depending on who is counting.

“The times of pogroms are over,” Rabbi Kaminezki said. “This is not on anybody’s agenda here.”

The rabbi has known Mr. Zelensky for years and has joined him at birthday parties in Switzerland for a self-exiled Ukrainian billionaire, Ihor Kolomoisky, who is Jewish. He said he had been appalled that his own community, in its initial alarm over the Zelensky candidacy, was in effect siding with a small group of supporters of the incumbent president, Petro O. Poroshenko, and far-right nationalists who were trying in vain to make an issue of the comedian’s non-Christian roots.

Aside from a few posts on social media, which included a comment on Facebook by an adviser to Mr. Poroshenko that “the president of Ukraine must be Ukrainian and Christian,” Mr. Zelensky’s background played “zero role” in the election campaign, said Mr. Shchupak.

Polarized politics could shatter Canada’s fragile ‘virtuous cycle’ of immigration

While I agree with the critique of some of the statements and approaches by those on the right, greater recognition of how both major parties practice identity politics and virtue signalling for partisan advantage is needed as highlighted in the yesterday’s articles by Terry Glavin (Why race and immigration are a gathering storm in Canadian politics) and Andrew Cardozo (Could all the parties just cool the rhetoric on racism and immigration?):

Support for diversity is fundamental to the Canadian sense of identity, our patriotism and our economic success – so much so, that it can be easy to forget just how exceptional Canadians’ peaceful view of diversity is among Western nations.

The United States sees hate crimes jump 226 per cent in counties that play host to rallies by President Donald Trump. The Paris banlieue suburbs are ghettos of disaffected non-citizens resentful of an antagonistic domestic culture. And in her masterful 2012 study of Canadian exceptionalism on immigration during the era of the Harper government, Irene Bloemraad – a sociology professor at University of California, Berkeley – wrote that it was “remarkable how peacefully Canada’s major cities have transitioned from being predominantly Christian and white to highly multicultural and multireligious.”

But Dr. Bloemraad’s critical finding is this: “What at first seems a paradox – high support for immigration in a country with very high levels of new and existing migration – becomes an explanation. Immigrants to Canada generally feel welcomed. Given the predominantly permanent nature of Canadian immigration, government policy promotes integration because it is presumed that both sides are together for the long haul. At the same time, integration does not mean assimilation, given the policy and ideology of multiculturalism articulated by the government. Finally, the overwhelming majority of immigrants acquire citizenship, making it hard for anti-immigrant politicians to gain a foothold. Immigrant votes have consequences for electoral outcomes.”

This is the virtuous circle of Canadian immigration policy. Government policy promotes permanent migration over temporary; Immigrants feel welcomed; affinity with Canada overtakes the country of their birth; immigrants quickly become citizens and vote; political power of new Canadian voters mitigates anti-immigrant politics; the next group of migrants feels welcome in turn.

But now, the delicate cycle fuelling Canada’s exceptional success in creating a diverse and peaceful country of well-integrated newcomers – cultivated in no small part because of conservative parties that are moderate on immigration issues – may now be under threat.

In a new EKOS survey, 40 per cent of Canadians said too many of our immigrants are members of visible minorities, reflecting that “racial discrimination is now an equally important factor in views about immigration [as] the broader issue of immigration.” (The EKOS survey of 1,045 Canadians had a margin of error of plus or minus three percentage points, 19 times out of 20.)

The results are more startling when attitudes to non-white migrants are broken down by party support. Of voters who prefer the Conservative Party, 69 per cent said too many immigrants are visible minorities. In contrast, the number of Liberal voters saying too many is just 15 per cent, with those who prefer the New Democrats at 27 per cent. That 52 percentage-point gap between Conservatives and Liberals was, as recently as 2013, only 13 points. There has been, it seems clear, a rapid politicization of opposition to non-white immigration.

This is a break from the past. Canada’s successful conservative parties were pro-immigration and celebrated diversity. The Harper government was laudably pro-immigrant compared with other centre-right parties globally, as were the Diefenbaker, Clark and Mulroney governments. In Ontario, the coalition that elevated Doug Ford to the premiership was notably diverse.

That makes sense, given our country’s long-time approach to immigration. As U.S. president Lyndon B. Johnson said when he signed the Voting Rights Act in 1965, “The vote is the most powerful instrument ever devised by man for breaking down injustice.”

While politicians in the U.S. or Europe can run against migrant groups because they often don’t become citizens, immigrants to Canada do become citizens – and quickly. Conservatives can find support among new Canadians concerned about taxes or social policy, so long as their tone remains moderate on immigration and diversity generally.

Dr. Bloemraad concludes that “unless established immigrant Canadians completely turn their backs on would-be migrants, the significant share of immigrants in the voting population will likely mitigate radical anti-immigrant politics.”

Unfortunately, that might yet be happening. Max Bernier’s People’s Party received 11 per cent of the vote in diverse Burnaby, B.C., running on a slogan of “Canada for Canadians” and linking migrants with crime. Much of their support came from Chinese-Canadian voters. This is consistent with the EKOS survey that found just under one in five non-white Canadians felt there were too many visible minority migrants.

And it doesn’t require white nationalists with swastika tattoos to break the fragile virtuous circle. U.S. Senator Mitch McConnell is no racist, but he doesn’t hesitate to exploit immigration issues if it’s to the Republicans’ advantage, before and after Donald Trump was elected. The lesson from Europe and the U.S. is that if centre-right partisans succumb to anti-immigrant sentiment among potential voters, politicized hostility can create a vicious cycle of alienated migrants, assimilationist policy, low citizenship rates and fewer first-generation immigrant voters to oppose the next round of anti-immigrant campaigning.

Canada’s economic future depends on high levels of immigration, and continuing public permission for it requires great care by political leaders to avoid disrupting our unique and virtuous circle creating peaceful diversity.

For instance, when federal Conservative Leader Andrew Scheer inaccurately depicts a “crisis” of asylum-seekers, he also potentially inflames that specific issue and sours attitudes toward rule-following and highly skilled new Canadians. According to Dr. Bloemraad, support for all types of immigration can decline when issues of irregular migrants are in the political and media spotlight.

In Quebec, Premier François Legault has argued for a religious symbol ban, saying, “If we want to avoid things getting out of control as happened with Trump and Le Pen, we have to give something to those who are a bit worried.” His “something,” it appears, includes normalizing unconstitutional infringements of minority rights with the notwithstanding clause.

No political party should be complacent, either. More than one in four New Democrats and one in six Liberals raised concerns about visible minority immigration. In some by-elections, they could be tempted to play to this sentiment, too.

Any party using immigration as a political cudgel threatens the Canadian exceptionalism that allows us to enjoy peaceful diversity. Instead, parties need to compete to address the economic anxieties and sense of powerlessness of all Canadians who are struggling in our globalized world.

Kay: Why Jews should support Bill 21

Suspect this is a minority view among Quebec Jews. Kay’s downplaying of the issues involved highlights her blind spots but she was right to call out Hampstead, Que., Mayor William Steinberg’s over-the-top characterization of Bill 21 as “ethnic cleansing”:

Like it or not, Quebec is a “distinct society.”

Anglophones and immigrants didn’t like it much in 1977 when Bill 101 came into effect (necessitating the use of the notwithstanding clause, since it abrogated English-Canadians’ language rights). Robert Libman, then a leading anglophone-rights advocate, said that Bill 101 “clearly established the fact that we were now second-class citizens.”

Legally speaking, he was right. But the majority of Quebecers wanted Montreal, whose emerging immigrant population favoured English, to show a robustly French face to the world. They willingly accepted social turmoil and a significant Anglo exodus as the price of cultural reinforcement. At the time, many emotionally charged critics vituperated against Bill 101, some even calling it a form of “ethnic cleansing.”

Four decades later: the anglophones who stayed are completely adjusted to the new normal; their children became fluently bilingual; immigrants learn French by default (and English however they can); the law undercut separatism’s only effective argument; we all get along very well; and Quebec remains a democracy.

As an authority figure, Hampstead, Que., Mayor William Steinberg should have taken the long view on Bill 21, the law that will ban visible religious symbols in many public-service jobs. Instead, he publicly stated that it is a form of “ethnic cleansing,” an attempt “to remove those who practice minority religions, leaving only non-believers and Christians in Quebec.” These incendiary comments were not only misleading, they were profoundly insulting to the majority of Quebecers who support Bill 21.

Nobody is being removed, the law will only affect new hires and Christians are subject to the same constraints as other religious groups. If the government wanted to drive minorities out, it would have banned religious symbols throughout the private sector, too. In European democracies, bans on face coverings and religious symbols in schools and government are commonplace. Moreover, such bans have been tested in the European Court of Human Rights, which adjudged them as reasonable for the “protection of the rights and freedoms of others.”

Steinberg did the Jewish community no favours in responding with such disproportionate alarmism and with such an ill-considered interpretation of the law’s motivation. It is neither racist nor irrational to ask that public servants reflect the guiding vision of the society they serve, and in this case, the vision is one of laicité – secularism – and integration into a common culture. Secularism posits that when citizens conduct state-sponsored transactions with each other, they meet and greet each other purely as fellow citizens, not as theological or ideological icons. There’s nothing nefarious in this vision.

Multiculturalism has been the prevailing ideology in the Rest of Canada for decades, and most Quebec anglophones identify with it as a matter of course. Many English-Canadians complacently accept Prime Minister Justin Trudeau’s futuristic characterization of Canada as “post-national.” Quebec’s identity is more territorial and historical. Far from sympathizing with the borderless one-worldism of the multiculturalists, Quebecers have a dramatically particularistic sense of who they are.

As Jews, we should be sympathetic to Quebec’s pride in its 400-year-old ethnohistory and its unique traditions. The Québécois are a real ethnicity, like the Jews, with a distinct language and roots in a distinct religion. Bill 101 was a response to language-erosion fears. Bill 21 is the outcome of cultural-erosion fears.

Quebec needs immigrants to counter low birth rates, but wants reassurances that demographic shifts don’t become ethnic shifts, the same reassurances Israel needs and acts on.

In forming their political opinions, anglophones focus on what is happening in North America. Francophone Quebecers tend to look to France and Europe. They are not sanguine about the silo effect of mass immigration from Islam-dominated countries, and Europeans’ sense of living under cultural siege.

Quebecers have no intention of becoming “post-nationalist.” I don’t call their melting-pot ideal racism; I call it tough love. I therefore support Bill 21.

Environmental racism grows as environmental groups turn increasingly white | New Orleans’ Multicultural News Source

An angle I hadn’t though about before – climate change reduction measures as “environmental racism” rather than focus on reducing the impacts on lower income groups. The reference to other environmental problems remains valid:

Clean drinking water. Lead paint abatement programs. Affordable energy bills. These are the day-to-day environmental justice issues that are vital to the health and financial well-being of communities – especially low-income families.

But as environmental battles rage across the country, thousands of African-American children and adults are paying a heavy price with their health as elite environmental organizations are overwhelmingly managed by white leaders who appear to ignore key issues that disproportionately impact low-income communities, where African-Americans and other people of color reside. As the diminishing African American voices for environmental justice becomes more prevalent, attention appears to be turning away from environmental hazards disparately plaguing urban areas dominated by Black people across the country such as the following

This February 2016 cover of Time magazine features a rash-covered child during the height of the Flint, Mich. water crisis.

• Cockroach allergens are detected in 85 percent of inner-city homes across the U. S. and 60 to 80 percent “of inner-city children with asthma are sensitized to cockroach based on the skin prick testing,” according to the U.S. Institute of Health.

• Approximately 11.2 percent of African-American children who live in urban areas are at risk for lead poisoning caused by lead-based paint, according to the Centers for Disease Control and Prevention.

• A Center for American Progress report found that water contamination disparately “plagues low-income areas and communities of color across the nation” and that studies have “documented limited access to clean water in low-income communities of color.”

These atrocities are being shoved aside by misaligned priorities. Instead of making a meaningful impact to health and pocketbooks, some environmental organizations focus on apparent vanity projects that garner media attention and money from well-heeled donors.

Among the best examples is an issue playing out in Minnesota, where national environmental groups – including Greenpeace, 350.org and the Natural Resources Defense Council – are waging a major battle described as “resistance against the oil pipelines.” They also are running major fundraising campaigns off of pipeline protests – even though the U.S. Department of Transportation’s Pipeline and Hazardous Materials Administration notes that pipelines are “one of the safest and least costly ways to transport energy products.”

Meanwhile, these organizations are all but ignoring the real issues facing Minnesotans. A report indicated that the state’s urban areas have unsuitable and outdated infrastructure, allowing storm water drainage to become a crisis. Yet another report found that the Twin Cities air pollution kills nearly 2,000 people a year taking its greatest toll on those in poverty, who also disproportionately shoulder the burdens of asthma, unclean drinking water, and lead poisoning.

While the environmental groups are shoving environmental health issues aside, they also are promoting an agenda that will drive energy bills even higher for Minnesotans who are already spending far too much of their hard-earned money on energy costs. Families in Clearwater County spend 45.9 percent of their income on energy bills, while Roseau County families spend 44.5 percent – and virtually every county across the state sees energy bills eating away at more than 30 percent of income.

The story is the same across the country, as Alabama families spend nearly 50 percent of their income on energy and Michigan families spend 30 percent and above.

Some believe that these skewed priorities may be happening in part because of the lack of diversity in the environmental movement. A study by Green 2.0 recently found that the movement is only “getting more white,” as it continues to leave out people of color.

The report indicated that nearly 70 percent of the Environmental Defense Fund’s (EDF) staff was White. It also concluded that “the top 40 environmental foundations have gotten more White across full time staff, senior staff, and board members.”

Green 2.0 is pressing to deal with the racial inclusion issue in order to infuse greater sensitivity into the environmental justice movement. Whitney Tome, executive director of Green 2.0, said in a statement, “Communities of color bring to bear experience and perspective on both problems and pathways to power building. As an organization, we plan to take a more aggressive approach to calling out the environmental movement for their lack of diversity.”

She continued, “For the past five years, we’ve been working to ensure that the environmental movement and its leaders reflect the current U.S. workforce demographics.”

These racial and economic disparities are happening around the country. For example, Louisiana ranks second-worst among U.S. states when examining a wide range of environmental indicators, including water and air quality, energy use and recycling, according to a recent analysis.

While some environmental groups in the area have used their presence to fight issues that impact everyone, such as air quality or safe drinking water, other organizations, with the backing of Greenpeace, are instead focusing on anti-pipeline and anti-energy activism in the state.

The singular focus on one environmental issue while appearing to ignore others implies the presence of environmental racism, a long-used description of the practice of allowing toxics to exist in communities of color.

Meanwhile African-American led organizations are pushing environmental justice agendas, underscoring the importance of such issues in communities of color.

“Clean water is a basic human right,” National Medical Association President Niva Lubin-Johnson, wrote in a commentary posted on Seattlemedium.com last fall. “At the National Medical Association (NMA), we see firsthand how this crisis in clean water creates a variety of healthcare problems for Black patients and their families.”

Instead of seeking ways to make energy more elusive and expensive for communities of color, activist groups could use their initiative to aid in the abating of these most fundamental challenges that continue to push headwinds against many Black families and other families of color.

“This is just the beginning,” says Tome of Green 2.0. “Environmental groups are now on notice.”

Going by quite a few headlines, commentaries and social media hot-takes making the rounds these days, you’d never know it, but Canadians are not working themselves up into a lather about immigrants or people of colour. We’re not suddenly becoming mean to refugees. There is no surge in bloody-minded racial bigotry arising among ordinary Canadians, and there’s no evidence for any dramatic spike in the numbers of Canadians who don’t like non-whites coming to this country.

That’s the good news.

Some politicians continue to blow their vulgar anti-immigrant dog-whistles, and some make partisan mischief by whatever means seem plausible enough to make their adversaries look bad. But when it comes to immigrants and refugees, Canadians in general tend to be a lot less excitable or inclined to racism than is convenient to certain strangely popular narratives at the moment.

It’s true that having once exerted themselves to out-compete the Opposition in their efforts to show mercy to Syrian refugees, Justin Trudeau’s Liberals are pulling off a complete U-turn on the alleged “asylum-shopping” of refugee claimants. They’ve tucked away a series of amendments to the Immigration and Refugee Protection Act in an omnibus budget implementation bill that would seriously impair the access of some refugees to a full and fair hearing of their claims. Ontario Premier Doug Ford has moved to eliminate funding for refugee and immigration aid law services.

At the fringes, hate crimes are up, and white-nationalist delirium is becoming fashionable among a creepy subset of far-right and friendless unemployable young men. It would be easy to misread the public mood. But the public mood is not taking any dramatic turns for the worse.

Nonetheless, something new and alarming is definitely happening in Canadian public opinion, says Frank Graves, president of EKOS Research Associates. EKOS has been annually tracking Canadian attitudes about immigration since the 1990s, and you don’t have to drill down very deep into the latest EKOS data to see it. It’s right there in the fine tuning of the findings the firm released last week.

The bad news is that for the first time since EKOS began its tracking in the 1990s, dyspepsia about the pace of immigration has coalesced with resentments about the rate of non-white newcomers to Canada. And that bloc of public opinion is consolidating for the first time behind a single political party—Andrew Scheer’s Conservatives.

This is happening whether Scheer’s Conservatives want it or not. Whether or not voters with unfavourable and in some cases decidedly unseemly views about Canada’s current immigration policies are being actively drawn to the Conservatives, or are simply being repelled by the annoying, not-racist-like-you histrionics of the Liberals, something unprecedented is happening.

The EKOS poll finds that roughly 40 per cent of Canadians harbour an unfavourable view of both the pace of immigration and the proportion of “visible minority” people among immigrants. Among the EKOS poll respondents who said there were too many non-whites among Canada’s newly-arrived immigrants, 69 per cent identified as Conservatives, while only 15 percent identified as Liberals. As NDP and Green voters, 27 percent and 28 percent, respectively, said the same.

The reason this is so dangerous is that the conflation of immigration policy with race is threatening to determine the way Canadians vote. It doesn’t matter which party benefits from this in the short run. It’s bad news all round. It’s the marker of what could be a descent into the same debilitating authoritarian-populist abyss into which the United States and much of Europe has fallen, Graves told me. “The inevitable result is a partisan polarization into two irreconcilable camps.”

It’s bad enough that the Scheer’s Conservatives have allowed these tendencies to become normalized among the party’s supporters, Graves said. What’s just as bad is a tendency among Liberals and the liberal-left generally to conflate genuine concerns people might have about refugees, or about how Canada’s demographics are changing, with the crudest xenophobia and the lowest types of racism.

“It doesn’t help. The moral critique, calling people out as Nazis or racists, and painting large portions of the population with this kind of inflammatory language, it’s really not helping. It makes things worse,” Graves said. That’s the way things went in the United States, and the result was the last thing either liberals or traditional conservatives wanted—the election of Donald Trump as president of the United States. “The Americans don’t have anything to teach us,” Graves said.

“We have largely been inoculated from the vicious debates that have torn the United States and a lot of Europe apart. That’s why I’m so troubled to see this informing voters’ choice in Canada.”

It’s perfectly reasonable to conclude, for instance, that Trudeau was dead wrong to insist that there was no “crisis” involved his government’s handling of the roughly 40,000 irregular refugee claimants who have walked across the border since early 2017. By last August, two-thirds of Canadians in an Angus Reid poll said “crisis” was a perfectly suitable description. More than half the respondents who said so were Liberals.

Team Trudeau found itself in a similar predicament two years ago during the fractious House of Commons debates surrounding M-103, the Liberals’ proposed resolution to establish a committee inquiry into the spectre of “more than one million Canadians who suffer because of Islamophobia, who are victimized on a daily basis.” Awkardly, a CBC-Environics poll and a CBC-Angus Reid Institute poll were in hand that painted quite a different picture. While 68 per cent of Canadians said minorities should work harder to “fit in” to Canadian culture, the same view was offered by 57 per cent of Muslim respondents. Only nine per cent of the Muslims surveyed identified discrimination as a factor that made them uncomfortable living in Canada—a third said the worst thing was all the snow. A follow-up Angus Reid poll found that 33 per cent of respondents who opposed the Islamophobia motion were Liberal supporters.

Neither is there anything louche in the proposition that Trudeau was just the tiniest bit hypocritical to dispatch Border Security Minister Bill Blair with instructions to attempt a renegotiation of the Safe Third Country Agreement with the United States in hopes of shutting down the border-crossing upsurge—after making ugly accusations about xenophobia and hysterics among the Conservatives who’d been urging him to do that very thing, all along.

Still, Trudeau is dead right to say, as he has been saying quite a lot at his round of town halls lately, that Canadians remain mostly “positively inclined” towards immigration and towards Canada’s immigration policies. More importantly, Trudeau has pointed out that Canadians must have confidence that they are in control of immigration, that immigration is managed. It’s the loss of control, a sense of a lost sovereignty, that has fuelled far-right populism from Brexit in the United Kingdom to the Make America Great Again hyperventilation in the United States.

The EKOS poll finding that roughly 40 per cent of Canadians think too many immigrants are allowed into the country every year isn’t even especially newsworthy. Last December, an Ipsos poll found nearly half of its respondents agreed, at least somewhat, that immigration is changing Canada in ways they didn’t like, and at least four in ten agreed “too many” immigrants were coming to Canada. In the EKOS poll trend lines over time, the proportion of Canadians who hold that view is not growing. It’s shrinking. More than 60 per cent of the annual EKOS poll respondents held to a “too many immigrants” view in the 1990s. The percentage wobbled on a downward trajectory to 2005, then wavered up towards 50 percent, and dropped down to 40 per cent again this year.

Canadians who say there are “too many visible minorities” among immigrants have always been fewer in number than the “too many immigrants” respondents, and the trajectory of that opinion bloc has similarly tracked downward over the years. But from a low of 30 per cent in 2005, the EKOS poll respondents who say there are “too many visible minorities” among immigrants has climbed back up to meet the “too many immigrants” response, at 39.9 per cent in the latest EKOS poll.

This is dangerous. Opposition to immigration is no longer driven by more easily remediable anxieties, ill-informed or not, that Canada’s high pace of immigration is bad for jobs, or housing costs, or community stability, or stresses on public services. About 300,000 people settle in Canada every year, and Ottawa wants to see the number rise to 350,000 by 2021. That’s a small number compared to Canada’s population of nearly 38 million. But roughly one in five Canadians is foreign-born—the highest proportion of any G7 country—and most immigrants since 2001 have not been “white.” They come mainly from Asia and the Middle East. About one in five Canadian citizens now falls into the Census Canada “visible minority” category.

Still, the EKOS poll does not tell anything like a straightforward story of white people with an attitude problem about non-white newcomers. Non-white Canadians appear even more likely than most Canadians to say there are too many non-white immigrants coming to Canada. While 39.9 percent of respondents overall said there were too many “visible minorities” among Canada’s newly arriving immigrants, the percentage of “visible minority” respondents who agreed with the statement in the EKOS poll was 42.8 per cent.

Xenophobia, racism and divisive rhetoric about immigration is something that Canada’s political leaders should take extremely seriously. But the Liberal government has occasionally and quite casually attributed those lurid motives to Conservative and popular alarms over the rapid rise since 2017 in the number of “irregular” border-crossing by asylum claimants. About half the claimants have been from Nigeria and Haiti, and the overall number of border-crossers is now declining. Racists shouted as loudly as they ever do about this, but as for widespread public concerns that the border-crossers were not genuine refugees, that wasn’t necessarily a judgment rooted in racism or xenophobia. It turns out that less than half the border-crossers’ claims that have been finalized so far have been accepted; about 40 per cent were rejected and the balance were abandoned or withdrawn.

As is necessary in any deep dive into an opinion poll’s findings, it’s worthwhile to look closely at its margins of error. The EKOS poll random sample of 1,045 Canadians comes with an error margin of plus or minus three per cent, 19 times out of 20. And when you get down into the weeds of respondent subcategories—Conservative voters, Liberal voters, visible-minority respondents and so on—the margin of error can increase quite dramatically.

But when you weigh the data statistically across the board to reflect the composition of Canada’s population, as EKOS does, you get a pretty clear picture of what people think. And because “visible minority” is becoming an increasingly obtuse category as Canada’s population grows more ethnically and racially diverse, EKOS conducted some experimental testing, and it showed that the term “non-white” produces the same results.

But getting back to some good news that similarly upsets the usual “narrative” apple carts, last month another opinion poll, this one a global survey by the Pew Research Center in Washington, D.C., found that ordinary Canadians have the most favourable view of immigrants among the world’s 18 highest immigrant-taking countries. Canadian respondents were more likely than anyone else to say immigration is a public good. Canadians were the least likely to identify immigration as a burden, or a source of crime, or a risk of terrorism.

Importantly, Canada turns out to be less polarized on the issue of immigration than any of the other countries surveyed, too, the Pew Center concluded. Canada’s conservatives are more upbeat about immigration than “left-wing” opinion in several of the other countries surveyed. Only 27 per cent of Canadian respondents said immigrants were a liability or that immigrants took away jobs, and on the bright side, 68 per cent of Canadian respondents said immigrants make Canada stronger.

Meanwhile, the federal government’s own annual tracking survey, carried out last August and September, produced results fairly similar to the EKOS poll. The federal survey benefited from a much larger sample size—2,800 respondents, with an error margin of plus or minus 1.9 per cent, 19 times out of 20. And it adds a couple of insights consistent with the EKOS findings.

Canadians who say immigration rates are too high do not appear to hold that disfavourable view solely on account of some mistaken belief that immigration rates are higher than they actually are. When told that the actual number of immigrants coming to Canada every year was 300,000, the proportion of respondents who said there were “too many” immigrants jumped from 28 per cent to 37 per cent—a figure close to the 39.9 per cent in the EKOS findings.

While the EKOS poll found that visible-minority Canadians are oddly more likely than Canadians in general to say there are “too many” visible-minority immigrants coming to Canada, the federal tracking survey found a similar irony. Forty-one percent of third-generation Canadians said that 300,000 immigrants a year was too many, but 15 per cent of recently-arrived Canadians, even—immigrants who have lived in Canada for less than five years—said they felt the same way. But overall, roughly half of the federal tracking survey respondents said Canada’s immigration levels were just about right.

Andrew Griffith, former director general of the Citizenship and Immigration Canada’s Citizenship and Multiculturalism Branch, and the author of Multiculturalism in Canada: Evidence and Anecdote, says that for all the uproars and controversies, Canada is still doing well as an experiment in multiculturalism.

The country maintains a generous immigration policy and a reasonably generous refugee policy, and that should not be expected to change without an enormous upheaval. Canadian public opinion on these matters is a fairly steady-state phenomenon. About a third are enthusiasts, about a third are sufficiently content, and a final third have serious reservations.

But that last third is not a homogeneous constituency of irredeemable bigots. If you want the surprisingly successful Canadian experiment to continue, you can’t corral that constituency into the same roped-off quarantine area where actually-existing racists and alarmists properly belong. They’ll all just stew in their own juices.

“People are far too quick to whip out the racism card when it serves their interests,” Griffth said. “But you can’t write off a third of the population. Those people are the people you have to engage with.”

Andrew Cardozo, of the Pearson Centre, offers some good advice to both sides:

White supremacists. Islamophobia. Systemic racism. Racialized people. Irregular entrants.

These are hot words on Parliament Hill these days. These are all terms that identify problems facing Canadian social cohesion and are often discussed without a common understanding.

Discussion around race and racism are delicate at the best of times, but when they get hotter and more serious it gets harder to have a discussion. Add politics and it’s just not a good mix.

It is fair to say that today the activists who work to combat racism are getting further and further from those who have concerns about the changing nature of our society and the changing power balances.

Critical race theory is an area that has been attracting increased analysis and debate. To put it very generally it is the academic field of research that examines racism. This field has developed exponentially in the last few decades, and with each passing phase of advancement, there is a new terminology; where the old terminology can be seen as both inaccurate and often offensive. An example is the change in terminology to describe African Americans or First Nations peoples.

And as this has grown, so has the resistance to it.

Research on racism in recent years has found that four groups are particularly affected by hardcore racists—a phenomenon that is both uniquely Canadian, in some ways, and universal in others.

The four groups are Indigenous peoples, African-Canadians, Jews, and Muslims. Many others face discrimination to varying degrees too.

Indigenous peoples are coming into a new reality and self-awareness. The First Peoples of this land are finally being recognized for their rights in a manner that has always been enshrined in the Canadian Constitution but was never taught in school or practised by governments. So today when pipelines are delayed or halted, there is a new conflict of values which was just ignored in the past.

But the racism they have faced covers everything from state-imposed colonialism, on-reserve housing, and residential schools, to troubled police relations, and child welfare systems that are hugely inappropriate. They also face simple old-fashioned racism from some members of the public, going from ill-informed stereotypes to name calling and occasional violence.

All this while the Indigenous population is the fastest growing group in Canada with more than 50 per cent of the population under 25 years old, and a growing sense of confidence and assertion of their rightful and constitutional place in Canada.

The movement of peoples in the world has been growing significantly in recent decades, and a large part of this is non-white people moving to predominantly white countries (although there are significant movements among non-white people too, think of the Syrian and the Rohingya refugees and their neighbouring countries).

The black community is both very old, dating back to the Loyalists on the East Coast to new arrivals from the Caribbean and Africa. The racism faced here is both of the everyday name-calling variety, to job discrimination and troubled relations with police that has an uncanny resemblance to that faced by African Americans south of the border.

Their contributions are significant in many sectors including medicine and nursing, education, small business and labour, and increasingly in politics. For example, Rawlson King was the most recent addition to Ottawa City Council through a byelection (making him the city’s first-ever black councillor), adding to the more than 50 African Canadians who have served at all levels of government.

Anti-semitism goes back to the time of Jesus Christ if not before, and while there is little questioning of the contribution of Jews to our society, this racism is of a variety that either has its strength in neo-Nazi movements, which are growing and becoming more strident and open, or to politics of the Middle East, where opposition to Israel can get conflated with anti-Jewish sentiment and certainly anti-Jewish movements. Anti-Semitic violence at synagogues for example is prevalent and threatening.

Muslim immigration to Canada has increased significantly and they are among the fastest growing religious groups in Canada. This is happening in a geopolitical context where there are significant terrorist movements who proclaim their work to be in the name of Islam. While Canadian Muslims have little or nothing to do with those groups and condemn the violence, it is a dark cloud that bhangs over their heads. The coincidental growing traditionalism, most evident in head coverings of some Muslim women, is a movement which is separate, but not unrelated, as some feel increasingly isolated and/or need to assert their cultural particularities. Some Canadians feel threatened or uncomfortable with this as there is opposition to traditional or religious garments of Jews, Sikhs, and Indigenous peoples. The contribution of Muslims in Canada tells an interesting story, as their numbers grow in major professions including medicine, law, politics, business, academia, entertainment, and even the NHL.

So we have a third Quebec government trying to bring in a law that limits religious symbols, a project that can never be trouble free.

A new Ekos poll which finds that 42 per cent of Canadians feel there are too many non-white immigrants to Canada is noteworthy, and more significant is that that number is at 71 per cent among Conservative voters, 34 per cent among Greens, 28 per cent among New Democrats and 19 per cent among Liberals. The high numbers on resistance to non-white immigration is worrisome, but also explains why Conservative Leader Andrew Scheer and Liberal Prime Minister Justin Trudeau pursue their particular lines of argument these days.

It would be terribly facile and unhelpful for Conservative opponents to brand them all negatively. Even 19 per cent is high, as is the 42 per cent average for Canadians.

On the one hand, the Conservatives should consider toning down their messaging—it usually doesn’t work well for any one, not even electorally. And for any progressive purists—don’t allow a “basket of deplorables” moment in Canada. It didn’t work out well for Hillary Clinton and it won’t work out well for Liberals here either.

Rather than finger-pointing and name-calling, it would be better for the country, as a whole, to calm the rhetoric on all sides.

And to the anti-racism activists, it is important to make the movement more accessible rather than less. Terminology needs to be easier to use and less exclusive. Every community, whether they be environmentalists, stock brokers or doctors, have a constantly evolving set of terms and acronyms that have the effect of excluding others. Now is not the time to insist the exact right and latest jargon, but rather to tone down the rhetoric.

All sides have a choice: politicize and drive wedges or lower the temperature and bring people together. Weaponize the debate or bring more people on to the side of combating division, supremacy, and phobias. It’s that simple.

Ethnic media are essential for new migrants and should be better funded

Given my work with MIREMS matching riding-level data with ethnic media election coverage (diversityvotes.ca), found this article regarding Australia of interest. Did a quick check on the Canadian Heritage site for information on the situation in Canada, where it appears that the main source would likely be the Canada Periodical Fund:

The fact that the community ethnic and multicultural broadcasting sector didn’t receive additional funding in the latest budget reflects a misunderstanding of the important role of ethnic media in Australian society.

Ethnic print and broadcasting have a long history in Australia, dating back to at least 1848 with the publication of Die Deutsche Post.

Early foreign language broadcasting featured on commercial radio in the 1930s, and throughout the middle of the 20th century. This was before the boom days of the 1970s, when both the Special Broadcasting Service (SBS) and community radio were firmly established.

Today, along with SBS, more than 100 community radio stations feature content in over 100 languages. There are also ethnic media organisations that broadcast or print content in English.


How ethnic media are funded

Much like mainstream print, ethnic newspapers receive little if any direct government funding. They rely on advertising dollars, as well as occasional small grants.

Ethnic broadcasting is primarily funded through two streams:

  • government funding of SBS
  • funding of community ethnic broadcasters through the Community Broadcasting Foundation (CBF), which is itself funded federally.

According to the peak body of ethnic community broadcasting in Australia, the National Ethnic and Multicultural Broadcasters’ Council (NEMBC), an annual indexation freeze in funding introduced by the Liberal government in 2013 has cost the sector almost A$1 million. That’s approximately 20% of their total support.

A significant fund of A$12 million over four years has been granted to the community broadcasting sector. But this is generalist funding rather than aimed at ethnic broadcasting specifically. It’s directed towards assisting community stations to transition to a digital signal, the production of local news in English, and management training.

The NEMBC is also in its third year of a new competitive grants process introduced by the Community Broadcasting Foundation.

According to the NEMBC, many ethnic broadcasters are facing a precarious funding environment. This is due to the lack of specialist funding, the costs associated with transitioning to digital broadcasting, and the complexity of the Community Broadcasting Foundation grants process.

Why it’s important

The difficulties facing ethnic broadcasting impact the unique contribution it can make to modern Australia. And it’s a problem that extends beyond policy – media funding for public service, community and ethnic broadcasting is regularly under siege. It’s also a broader social issue.

Ethnic media are often thought of as either quaint services for nostalgic migrants, or as dangerous sources of ethnic segregation. For many, the role of ethnic media rarely, if ever, extends beyond a specific cultural, ethnic or linguistic community.

What’s missing from this image is the role of ethnic media in facilitating successful migrant settlement. Research shows that ethnic media can facilitate feelings of belonging and social participation among first and subsequent generation migrants. Ethnic media connect migrants and culturally and linguistically diverse Australians with other social groups, as well as with their own local communities.

On a more practical level, ethnic media are important sources of information. When advice is needed on a range of issues, from health care services to migration law, ethnic media play a vital role.

This is not a case of migrants staying in their linguistic “ghettos” and building separate ethnic economies. Rather, it involves seeking sources of relevant, and culturally and linguistically appropriate, information in order to live and thrive in Australian society.

That might be providing advice on voting or taxation to migrants from Sudan. Or informing elderly German migrants of changes to aged care services. Ethnic media provide information that is attuned to the particular needs of their audience.

This is a service that mainstream media are largely unable to provide, with their focus on a broad audience. But without it, migrants potentially miss out on important information.

These are also services that benefit both recent migrant groups, such as those from Africa or the Middle East, and more established communities. For elderly Germans in South Australia, information today comes in the form of German broadcasting in Adelaide, with presenters and producers who understand the needs and histories of their audience.

Essential sources of vital information

Ethnic media may also be valuable allies to relevant government departments and settlement service providers. My own ongoing work with ethnic broadcasters and community leaders indicates a level of dissatisfaction with the way government services are communicated to migrant groups from non-English speaking backgrounds.

Ethnic broadcasting is often able to capture the subtleties and nuances that one-size-fits-all government communication campaigns cannot. They are therefore in a unique position to effectively communicate government initiatives at a local, state and national level.

It is no surprise that what would become SBS Radio was originally designed to inform migrants about the introduction of Medibank health insurance scheme.

It’s important that the services provided by the ethnic media sector, particularly those that cannot be measured in purely economic terms, are understood and supported.

Coren: Persecuted Christians in Asia, Africa and Middle East need ‘help and solidarity’

A reminder:

The mass murder of Christians in Sri Lanka stunned many observers, not only because of the obvious barbarism of the act but because the prime target was Christians, and during Easter and in church. For those of us who have been writing and broadcasting for decades about the persecution of Christians, however, this obscenity came as little surprise.

Back in 2012, I was hosting a nightly television show and on one occasion my guest was a Christian minister from the Middle East. He asked me if he could put a Bible on the desk in front of him during the interview. I politely told him that I’d rather he didn’t, because it might look like proselytizing. He replied that he understood, but that this particular Bible might be of interest to the viewers. It had been in Our Lady of Salvation Syriac Catholic cathedral in Baghdad on October 31, 2010 when a Sunni Muslim terrorist group known as the Islamic State of Iraq attacked the church, murdering 58 people and wounding more than 75.

The book being held in front of me was almost beyond reading, as its pages were glued together in purple lumps, sticky with the blood of the men, women and children who had been slaughtered that warm evening in a place of peace, in a city where Christians had lived and flourished for almost 2000 years. This was not a holy book to be preached from, but a holy book of martyrdom that preached. Its hardly legible pages spoke entire volumes, its red-turned-to-brown stains cried out to a still largely indifferent world.

The Baghdad attack, however, was merely one example of the war on Christianity. Even Pope Francis, hardly militant in these areas, told a group of 40 Jewish leaders, including the then head of the World Jewish Congress, Ronald S. Lauder, “First it was your turn and now it is our turn.” In February, 2014, U.S. representative Chris Smith, chairman of the congressional panel that oversees international human rights issues, told a congressional subcommittee that discussion of “anti-Christian persecution is not meant to minimize the suffering of other religious minorities who are imprisoned or killed for their beliefs” but to make it clear that Christians “remain the most persecuted religious group the world over.”

More than 300-million Christians are threatened with violence or face legal discrimination, forced conversion, and daily threats. In countries such as Egypt, Saudi Arabia, Pakistan, Nigeria, and elsewhere they are frequently imprisoned and tortured on false charges of drinking and blasphemy, and in Iraq the exodus of Christians has been so great that the faith may even cease to exist in any meaningful sense in years to come.

But this is a good example of why we have to be very selective and informed in how and what we judge. Saddam Hussein was a brute, but he didn’t persecute Christians. It was the western invasion of Iraq that smashed the stability of the place, empowering Islamist groups and leading to the full-scale attack on the Christian minority. Similarly in Syria, Christians are generally protected, and in Palestine the national conversation was traditionally shaped by Greek Orthodox Christians. In Egypt the story is sadly different, in Turkey there is hardly even a concept of a “Turkish Christian,” and in Pakistan the once respected Christian minority is now intimidated and frightened.

This is not an issue of Islam refusing to accept Christianity, but of radicalized Islam and of ignorant, sadistic fanatics not accepting anybody but their own – they also slaughter Muslims who refuse to adopt their gruesome twisting of the Muslim faith. Yet Christians are without doubt the main victims of this systemic persecution and violence, and the western world says relatively little.

The reasons are complex, but one of the causes is that conservative Christians in North America and Europe so frequently claim victimhood, usually when they show intolerance towards LGBTQ people. This absurd boast of martyrdom leads to cynicism about the very real horrors experienced by Christians in other parts of the world. On a grander scale, when George W. Bush launched imperial campaigns in majority-Muslim areas and spoke of a Christian motive there was an understandable if misplaced anger. Then there is sheer ignorance, with the political and media class having so little experience of peoples outside of their comfort zone. There’s an assumption that Christians are somehow like them, are white and secure, powerful and prosperous, and thus not the correct demographic at all for sympathy. The middle-class solipsism of all this is nauseating.

The inescapable fact is that Christians are indeed a highly persecuted group in large parts of the world, and that Christianity even faces disappearance in the places where it was born. It is not a western faith but one rooted deeply in the Middle East, and its adherents in much of that region, and in Asia and Africa, demand our help and solidarity. If we choose between marginalized groups, and ignore one for whatever reason we conjure, we are failing in our intelligence, compassion, and humanity.

Bias at the border? CBSA study finds travellers from some countries face more delays

Appears more evidence-based than only bias in the examples and countries highlighted but the CBSA review and analysis of the technology and possible bias or limitations encouraging. And the kiosks are such a vast improvement over the old paper forms that always left me scrambling for a pen:

The Canada Border Services Agency is conducting a series of tests to learn if its human agents, and its passport-reading machines, are prone to discriminating against certain kinds of travellers.

The CBSA’s research to date, obtained by CBC News through Access to Information requests, suggests that most of the discrepancies in the treatment of different nationalities and ethnicities at Canada’s international airports are driven by procedures, rather than prejudice.

But border service officers did use their discretion to order secondary inspections for travellers from the Middle East, Africa and the Caribbean at far higher rates than for travellers from the U.S. or Western Europe.

The surveys also confirmed that border officers are more likely to look twice at the customs declaration of a returning Canadian traveller than that of a U.S. visitor.

And internal CBSA communications suggest that the new Primary Inspection Kiosks (PIK) that read passports at some Canadian airports may have higher error rates when processing people with certain ethnic backgrounds.

One analysis obtained by CBC News was undertaken by the border agency in response to a CTV News report in May 2018.

“The news report implied that referrals for secondary inspection were biased with respect to travelers from certain countries and regions,” says the analysis report. “As a result of the news report, the CBSA formed a task force to analyze the accuracy of these findings.”

The Air Traveler Referral Analysis was delivered to Citizenship and Immigration Minister Ahmed Hussen in July of last year.

The results seemed to bear out the news report, says the document: “The CBSA determined that the conclusions drawn by the media could be inferred from the assessment of the information provided through the ATIP (access to information) request.”

In 2017, about 3,500,000 travellers arriving at Canadian airports were flagged for secondary inspections — for immigration purposes, for customs, to pay taxes and fees or to meet other requirements regarding health or imports.

The analysis report reveals that very few travellers are selected randomly for secondary inspection — just 70,000 out of 4.2 million in 2017, less than 2 per cent of the total.

Iranians v. Icelanders

The CBSA analysis found that the rates at which travellers were referred to secondary inspection differed wildly depending on their countries of origin.

For example, Iranian travellers arriving in Canada in 2017 were on average about twenty times as likely to be referred to secondary inspections for Customs purposes — and about six times as likely to be referred for immigration purposes — as were visiting Icelanders.

A Jamaican visitor was about ten times as likely as a Dane to face a secondary inspection for Customs purposes, and almost ten times as likely to be followed up for immigration purposes.

Canada openly treats travellers differently depending on their passports, of course. Iranians and Jamaicans require a visa to visit Canada as tourists. Icelanders and Danes do not.

But CBSA’s analysis suggests that the discrepancies in the rates of secondary inspections are not a matter of policy.

“While Jamaican and Iranian nationals were referred more often for inspection than some other foreign nationals, looking at a macro level analysis, this report found no systematic evidence of bias,” says the CBSA analysis.

It notes that about 10 per cent of all travellers are referred and, of the 4.2 million referrals it examined, “the vast majority of referrals were for mandatory reasons, with the largest proportion having been referred by a kiosk.

“The percentage of individuals referred as a result of an ‘on the spot’ exercise of judgement by a border services officer was low in comparison.”

Many of the referrals were triggered automatically because of something in the traveller’s documents, declarations or immigration status.

For example, a permanent resident arriving in his or her new country of residence for the first time is automatically referred to a secondary immigration inspection in order to confirm residency, and is also subject to a customs referral to document the personal effects they are bringing to Canada. A tourist or business traveller is not subject to either of those requirements.

Iranians travelling to Canada are more likely than Icelanders to be coming here to settle. Icelanders also are more likely to be tourists on short-term visits.

Booths flagging more people

Only about 140,000 out of two million secondary customs inspections were actually ordered by human agents acting on their own discretion. The rest were automatic, mostly ordered by machines.

The primary inspection booths flag any traveller who presents a customs declaration with irregularities — such as a person who checks the box saying they are bringing in food.

Because CBSA is aware of the tendency of kiosks to refer people to secondary inspection unnecessarily, a human officer is given the task of “referrals management”. For example, the referrals management officer might let through the passenger who checks the food box because of a candy bar, while ensuring someone bringing in raw meat is inspected.

The analysis found that those human officers overrule six out of every ten machine referrals for customs purposes.

Last spring, CBSA began adding more questions about food and plants at the automated booths — a step that the report credits with reducing by half the number of passengers being sent to secondary inspections for those reasons.

Immigration stops more ‘selective’

The 2.2 million immigration-related secondary inspections were far more likely to be ordered on a “selective” basis than customs-related cases, which were mostly “mandatory” orders for things like food inspections or payment of duties.

But even the “selective” immigration inspections were more likely to be ordered by machines (88 per cent) than by human agents (12 per cent). The main reasons booths order inspections are problems like incomplete information, stays of more than six months’ duration, or permanent resident cards close to their expiry dates.

CBSA found that an Iranian or Jamaican flagged for secondary inspection was no more likely to have been selected for a secondary inspection by a human officer exercising discretion than a French or South Korean passenger (in fact, they were more likely to have been picked by a machine).

But when looking at the total number of people arriving from each of those countries, the French and Korean travellers were much more likely to sail through the airport without being flagged — by either an automated kiosk or a CBSA officer — than their Iranian or Jamaican counterparts.

Machines bias-free?

“Officer selective referral is the only type of referral that requires ‘on the spot’ officer discretion or judgement which could potentially involve personal bias,” says the CBSA analysis.

But internal CBSA communications hint at problems that may affect kiosk machines’ even-handedness in dealing with different ethnicities.

Emails obtained by CBC News through Access to Information discuss the roll-out of electronic inspection booths at Canadian airports and early efforts to measure their accuracy.

CBC News also obtained a report entitled “Facial Matching at Primary Inspection Kiosks” that discusses ‘false match’ rates. False matches include ‘false positives’ — innocent travellers incorrectly flagged as posing problems — and ‘false negatives’ — a failure by the machine to detect such problems as fake documents or passport photos that don’t match the individual.

The documents released were heavily redacted, with entire pages blanked out. “The CBSA will not speak to details of this report out of interests of national security and integrity of the border process,” the agency’s Nicholas Dorion said.

‘I thought maybe it was just the press’

While all discussion of Canadian findings was redacted from the documents CBSA released, the documents do include some revealing emails in which the evaluation team discusses U.S. findings.

Referring to articles that suggested facial recognition technology had serious problems reading darker-skinned faces, one of the evaluation team wrote:

“I thought maybe it was just the press making a fuss and actually it’s not an issue. However … you do see that (U.S. agency) NIST has found a similar bias.

“The false match rate shows a massive increase for visa images when the imposter is from South Asia region, etc.”

“I never thought it was just press,” responds a colleague, sharing a link with another U.S. study that shows that facial recognition algorithms are wildly more inaccurate when dealing with dark-skinned travellers than with light-skinned travellers, and are also worse at assessing women.

That study found that two of the main facial recognition technologies available — from Microsoft and IBM — misidentify gender in dark-skinned individuals at 18 and seven times the error rate the two technologies experience, respectively, when assessing light-skinned individuals.

The MIT study evaluated three commercial face-scanning systems and found that while the maximum error rate for classifying the gender of light-skinned men was 0.8 per cent, the same systems produced error rates of up to 34 per cent for dark-skinned females.
