The decline and fall of Tariq Ramadan

Tariq Ramadan, the grandson of the founder of the Muslim Brotherhood and a well-known figure in the Islamic world, has been convicted of the rape and sexual coercion of a woman in a Geneva hotel, after a court overturned an earlier acquittal. Professor Ramadan has been jailed for three years, two suspended, over the 2008 incident.

The verdict marks a remarkable fall from grace for Ramadan, who was raised in exile in Switzerland, and skilfully navigated the Francophone, English and Arabic speaking worlds as an academic, campaigner and theologian. His father, Said Ramadan, was central to the Muslim Brotherhood’s development in Europe.

While Ramadan was convicted in a court in Switzerland, the repercussions of his downfall will be felt here in the UK. Ramadan’s X account currently gives his location as the United Kingdom and contains the description ‘Emeritus Professor of Contemporary Islamic Studies at the University of Oxford.’ He boasts a following of 721,000, numbers that many politicians or religious leaders could only dream of.

For a period, especially following 7/7, Ramadan was a poster boy for those in authority in this country who sought an Islam that the West could not only do business with, but more importantly feel comfortable about. Bright-eyed, handsome and articulate, Ramadan proved to be a very successful salesman, with audiences as diverse as the Metropolitan Police through to the leftist European Social Forum.

Ramadan’s talk of reform, a European Islam and apparent doubt about Islamic hudood punishments (these include amputation, stoning and flogging) were music to the ears of his audience. In his memoir, the former Head of Scotland Yard’s Muslim Contact Unit, Bob Lambert, thanks Ramadan in the acknowledgments. In 2008, Ramadan addressed the ‘Countering Insurgency and Terrorism’ conference, jointly organised by the Swedish National Defence College and UK Defence Academy.

To his critics, Ramadan was instead guilty of ‘doublespeak’ – saying one thing to western audiences, and another to Islamic audiences. Appointed to the Home Office’s ‘Preventing Extremism together’ taskforce in the wake of the 7/7 bombings in 2005, Ramadan would condemn violence, but not the Salafist ideology from which it has often emerged. That such beliefs are a rival to liberal democracy, and that giving them a leg-up may be a bad idea, seemed to be overlooked by many in power.

In 2014, Professor Ramadan sat on Baroness Warsi’s Foreign Office Advisory Group on freedom of religion or belief. Such commitments did not prevent Ramadan moving in elite circles in areas hardly known for such freedoms, most notably the Gulf. The post he formerly held at Oxford is officially known as the His Highness Sheikh Hamad Bin Khalifa Al Thani Professor in Contemporary Islamic Studies, and is made possible by a benefaction by the Qatar Foundation, running into the millions.

Despite the seriousness of the accusations against him, Ramadan’s status ensured lofty support. In 2017, when accusations about Ramadan first emerged in France, concerns that they were motivated by his status as a ‘prominent Muslim’ ensured that the University of Oxford allowed him to continue teaching for three weeks, before granting a leave of absence. Eugene Rogan, Director of Oxford’s Middle East Centre stated:

‘It’s not just about sexual violence. For some students it’s just another way for Europeans to gang up against a prominent Muslim intellectual. We must protect Muslim students who believe and trust in him, and protect that trust.’

Here an element of snobbery also emerges; it is hard to imagine a university porter being given leave of absence, or attracting academic supporters, in such circumstances. In 2018, when Ramadan was remanded in custody in France, Muslim lobbyists MEND referred to a ‘weak accusation’ and demanded his release on health and human rights grounds.

By 2020, Ramadan had been released but remained indicted, prompting dozens of academics, politicians and activists to denounce the French legal system in a round-robin letter. Their number included high-profile broadcasters and the great and the good from the Islamic world.

Their letter asked: ‘Is there one form of justice for Muslims in France and another for everyone else?’ In June 2024, a French court decided charges against Ramadan could proceed. As due process has now been followed in Switzerland, a period of reflection should follow. Activists who promoted Professor Ramadan, and his supporters in the fields of counter-extremism, policing and academia have plenty to think about.

Sexual Assault Charges Against Islamic Scholar Divide Europe’s Muslim Communities

Reaction to the accusations against Tariq Ramadan:

Sexual assault charges targeting a prominent Islamic scholar have left many European Muslims stunned, and triggered sharply disparate reactions within the multi-faceted community, even as many fear a broader backlash.

Swiss-born theologian Tariq Ramadan took a leave of absence from teaching at Oxford University last week, following complaints of rape and assault filed by two French women and reports of similar charges in Switzerland. A statement by the university said the decision was mutual. Ramadan denies the accusations.

While some analysts say Ramadan’s star has been waning in recent years, the impact of the accusations has been immense. Especially in French-speaking countries, 55-year-old Ramadan inspired a generation of young Muslims to believe Islam and citizenship were compatible in a distinctly secular Europe. Unlike many religious clerics here, he spoke in French rather than Arabic during meetings and symposiums that were usually packed.

“I think this affair is going to lead to big changes,” said Alexandre Piettre, a specialist in Islam at the Ecole Pratique des Hautes Etudes, in Paris. “He had a discourse of integration, and without it, it leaves space for political radicalism that was contained by it; those who reject public participation in the West and call for a return to Muslim countries — the Hijra — or even armed jihad.”

Double discourse?

The grandson of Egypt’s Muslim Brotherhood founder Hassan el-Banna, Ramadan has long been a polarizing figure. Critics claim he wielded a “double discourse,” hiding political Islam behind unifying rhetoric. He was temporarily banned from the U.S. under the Bush administration, a measure lifted under the Obama one.

Much of the debate surrounding him has taken place in France, where an estimated five million Muslims make up Western Europe’s biggest Islamic community.

In April, French authorities expelled Ramadan’s older brother, controversial Swiss preacher Hani Ramadan, on grounds he was a threat to public order.

The preacher also sparked outrage in 2002, by publishing an article in France’s Le Monde newspaper that supported stoning adulterers — a position condemned by his brother Tariq.

“Tariq Ramadan: double discourse or double personality?” France’s conservative Le Figaro newspaper asked last week, wondering if the “charming predator” was a sexual one as well.

Multiple accusations

The assault charges come amid a broader global outcry against sexual harassment, triggered by the Harvey Weinstein scandal that began in the United States. As the charges mounted last month, French activist and former Salafist Henda Ayari filed a police complaint accusing Ramadan of brutally raping her in a hotel room in 2012. Since then, another French woman has come forward with a similar story, according to media reports. French prosecutors are probing the accusations.

In neighboring Switzerland, a Geneva newspaper reported four young women said they had sexual relations with Ramadan as minors when he was teaching at their school — at least three of the incidents were said to be non-consensual. Media reported another rape claim in Belgium.

Meanwhile, Oxford University graduate Aymenn Jawad al-Tamimi posted a blog that gave voice to an American Muslim friend, who recounted an unwanted sexual advance by Ramadan in 2013. The account echoed a pattern described by the two French women: an initial interaction with Ramadan on social media to discuss religious matters, then an eventual meeting in a hotel room because Ramadan said he did not wish to be seen in public.

“For me it’s not about his political views,” said al-Tamimi, who works for a think tank opposed to Ramadan, but says he is not part of that debate.

Opinion: Manifesto for a modern Islam

Debate within the Muslim communities on reformation and modernity:

In a clearly formulated manifesto last week, four well-known Muslim intellectuals appealed to all Muslim political and religious leaders to stand up and support a democratic Islam. In their letter, they also laid out some concrete steps, among them a conference in France early next year that would “define the contours of a progressive interpretation of Islam firmly grounded in the 21st century.”

The four men behind this letter are Tariq Ramadan, professor of contemporary Islamic studies at the University of Oxford; Anwar Ibrahim, the head of Malaysia’s national opposition and chairman of the World Forum for Muslim Democrats; Ghaleb Bencheikh, the president of the World Conference for Religions for Peace; and Felix Marquardt, founder of the Abd al-Raḥman al-Kawakibi Foundation. They’re hard on their fellow Muslims and ask tough questions. In their letter, they call for a clear-eyed diagnosis of Islam’s current plight and want to develop a fundamental critique of Islamic culture and religion.

The authors rightly ask, for example: Why have the regular calls for “an Islamic Renaissance” largely gone unanswered? Why did the “uncompromising critical analysis of the Quran and the prophetic traditions,” launched at the beginning of the 20th century, not lead to a lasting Islamic path to modernity? Why are innovative reformers who are looking for a connection between modernity and Islamic norms and values often forced to stand on the edge of society, fighting a losing battle?

We must take ISIS’s and Boko Haram’s claims to be practicing a rigorous Islam seriously: suggesting simply that terrorist acts committed in the name of Islam have nothing to do with Islam is not serious. The accusations brought against the ‘silent majority’ of Muslims as a result of the actions of these terrorist groups may be unjust, but they must be addressed. Once and for all, we must let the barbarous murderers who justify their crimes in the name of Islam know: when they attack anyone, they are attacking us Muslims, our faith and values, first and foremost.

Muslim opinion leaders must be aware of their crucial responsibility in this area. If we do not want Islam to be permanently hijacked, it is our duty to constantly advocate moderation and a reformist approach to issues of religious education, governance, the rule of law, freedom of expression and the protection of fundamental liberties while taking a clear stand on the interpretation of scriptural sources (ijtihâd).

Those who want to divide humanity use uneducated shortcuts to associate Islam and barbarism and imply that there is an intrinsic violence in our religion, a natural solidarity between Muslims and terrorists. They imply that Islam is intrinsically incompatible with democracy.

In reality the vast majority of Muslims reject violence. And when freedom and democracy suffer, they suffer too, just as Buddhists, Sikhs, Christians or Jews do. The enemy is not our neighbour who goes to the synagogue, the church, or the temple. The real peril lies elsewhere: it is in the withdrawal, the ignorance, and the stigmatisation of the other; it is in the prejudices that drive us apart when we should be joining together as humans.

The time has come to turn the tables on the hijackers and set a new course for Islam in the 21st century. Our future, as peace-loving Muslim democrats, is at stake.
