Adding a citizenship question to U.S. census forms — a change that many Republicans in Congress and President Trump have wanted — would likely undermine the accuracy of the country’s population counts, a new peer-reviewed study shows.

The findings, published last week in the Journal of Policy Analysis and Management, build on earlier research by the Census Bureau and quantify longstanding concerns among opponents of the question, who fear it could derail the once-a-decade tally of U.S. residents that’s used to redistribute political representation and federal funding to communities.

Census participation levels have long varied among different demographic groups. For example, in the 2020 census, those differences helped drive the overcounting of people who identify as white and not Hispanic and the undercounting of Latinos.

A GOP plan for the census would revive Trump’s failed push for a citizenship question

Of note (the usual suspects):

A coalition of conservative groups is preparing for a chance to shape the country’s next set of census results in case a Republican president returns to the White House in 2025.

Their playbook includes reviving a failed push for a citizenship question and other Trump-era moves that threaten the accuracy of the 2030 national head count.

The plan also calls for aligning the mission of the government agency in charge of the next tally of the country’s residents with “conservative principles.” Many census watchers, including a former top Trump administration official, tell NPR they find this position particularly alarming.

The policy proposals — led by The Heritage Foundation, a Washington, D.C.-based think tank — are part of a broader “Project 2025” plan for dismantling aspects of the U.S. government. “For too long, conservative presidents’ agendas have been stymied by liberal bureaucrats who put their own agenda over that of the President, whom they serve,” Paul Dans, a former Trump appointee who is Project 2025’s director, claims in a statement.

Since the plan’s release in April, most public attention has focused on its climate policy and calls to expand the president’s power over federal agencies. But 2025 marks a pivotal year for one particular and often-neglected agency — the Census Bureau.

The federal government’s largest statistical agency is about to start a critical planning period for the upcoming once-a-decade count. Decisions expected to be made during the next administration, including what census questions to ask and how, will have long-lasting effects on the statistics used to divvy up congressional seats and Electoral College votes, redraw voting districts for every level of government, inform policymaking and research, and guide more than $2.8 trillion a year in federal money for public services across the country.

If former President Donald Trump or another Republican candidate is elected in 2024, many census watchers are bracing for a potential sequel to the years of interference that muddled the last tally in 2020.

Why do these conservative groups want a citizenship question?

It’s not clear exactly why these conservative groups want the next census to ask for the U.S. citizenship status of every person living in every household in the United States.

Research by the bureau has shown that including the question “Is this person a citizen of the United States?” on forms is likely to discourage many households with Latino or Asian American residents from getting counted in official population totals.

The bureau’s annual American Community Survey already produces estimates of U.S. citizens, which are used to help enforce the Voting Rights Act.

And a future Republican administration could, as the Trump administration tried to, seek citizenship data from an alternate source — government records. The agency’s researchers said those would be more accurate and less costly to use than people’s self-reported answers. (President Biden stopped that work in 2021.)

Still, Thomas Gilman — a former Chrysler executive who, during the Trump administration, served as chief financial officer for the bureau’s parent agency, the Commerce Department — writes in the Project 2025’s policy guide: “Any successful conservative Administration must include a citizenship question in the census.”

Gilman declined NPR’s interview requests through a Heritage Foundation spokesperson and did not respond to written questions. The Heritage Foundation also did not make any representatives available to be interviewed for this report.

During the Trump administration, a citizenship question was part of a secret strategy to alter a key set of census numbers, the 2020 release of a presidential memo and, later, internal documentsconfirmed. Those numbers are used every 10 years to reapportion each state’s share of seats in the U.S. House of Representatives and the Electoral College.

According to the 14th Amendment, the congressional apportionment numbers must include the “whole number of persons in each state.” But Trump officials wanted to make the unprecedented move of excluding unauthorized immigrants.

In public, however, the Trump administration claimed to want a citizenship question to better enforce the Voting Rights Act’s protections against the discrimination of racial and language minorities — a justification the Supreme Court found appeared to be “contrived.”

In court, groups that sued over the proposed question pointed to another reason that remains a potential motivating factor for a future GOP administration — neighborhood-block level citizenship data that could be used to draw voting districts that a Republican redistricting mastermind said would be “advantageous to Republicans and Non-Hispanic Whites.”

That kind of data would be key to a legal dispute that the Supreme Court left unresolved in 2016: whether it is legal for states to redraw legislative districts based on the number of citizens old enough to vote rather than of all residents in an area.

Would Trump, if reelected, try again for a citizenship question?

It’s an open question whether Trump, if reelected, would make another go for a citizenship question. His campaign did not respond to a request for comment.

Hermann Habermann — a former deputy director of the bureau who testified in court against the Trump administration’s citizenship question push — sees echoes of that failed effort embedded within the Project 2025 plan. It repeats a misleading Trump-era talking point that appears to reference the United Nations Statistics Division’s census recommendations: “Asking a citizenship question is considered best practice even by the United Nations.”

“I don’t think they’ve read properly what it says there,” says Habermann about how Project 2025 interprets recommendations he helped write while serving as the director of the U.N. Statistics Division. “It doesn’t say thou shalt do this. It recommends that citizenship be one of the areas that is looked at. The U.S. does look at citizenship at the block-group level through the American Community Survey. So we do it. We just don’t do it at the block level. And so the question always became, why is that necessary?”

How a Republican administration answers that question could be the focus of another round of lawsuits, says Thomas Saenz, president and general counsel of the Mexican American Legal Defense and Educational Fund, which represented some of the groups that sued the Trump administration over its citizenship question push.

“I’ve never heard articulated a justification for the citizenship question that is not fairly obviously a veil to disguise racial and partisan intent,” Saenz says.

Still, in the Biden years, GOP calls to add a census citizenship question and alter the congressional apportionment numbers have not gone away. In July, House Republicans released a draft funding bill that would have banned the bureau from using the money to include unauthorized immigrants in future counts used to divide up House seats.

These conservative groups also have a “conservative agenda” for the Census Bureau

While the Project 2025 plan also outlines garden-variety presidential transition moves such as reviewing budgets and eliminating duplicative census operations, there are other proposals that many census watchers find troubling.

They call for more political appointee positions at the bureau, which has largely been run by career civil servants.

“Strong political leadership is needed to increase efficiency and align the Census Bureau’s mission with conservative principles,” Gilman, the former Commerce Department CFO, writes, adding there’s a need to have “both committed political appointees and like-minded career employees” in place to “execute a conservative agenda” as soon as the next Republican president takes office.

During its final months in office, the Trump administration installed four additional political appointees without any past experience at the agency or obvious qualifications for joining the highest ranks. In a 2020 email, the bureau’s top civil servant raised concerns that the appointees showed an “unusually” high level of “engagement in technical matters, which is unprecedented relative to the previous censuses.” After an investigation, an official from the Government Accountability Office told Congress that the appointees ultimately “did not have undue influence into the operations of the census.” Their exact responsibilities, however, remain murky.

Habermann, the former deputy director at the bureau, sees any similar return of this Trump-era move as “the first step to having a set of statistics which the people, the nation will not trust.”

“Some of us would believe that the function of statistics is, if you will, the lifeblood of a democracy,” Habermann adds. “The idea of statistics agencies is to produce reliable, unbiased, trustworthy information that the nation can use in making its decisions and in understanding itself. They want the statistics agency to be a mouthpiece, if you will, for the Republican administration.”

Their plan includes delaying potential changes to how the census asks about race and ethnicity

The plan also criticizes an ongoing review by the White House’s Office of Management and Budget of how the census and federal government surveys ask about people’s racial and ethnic identities. Ahead of the 2020 census, Trump officials stalled that process, which has been driven by years of research by the bureau into how to better reflect the country’s ever-shifting diversity.

The bureau has found that many people of Middle Eastern or North African descent do not identify as white, which is how the federal government officially categorizes them. The agency has also been tracking the rise of a catch-all checkbox known as “Some other race,” now the second-largest racial category in the U.S. after “White.” It’s mainly the result of the difficulty many Latinos face when answering a census question about their race that does not include a checkbox for “Hispanic” or “Latino,” which the government considers to be an ethnicity that can be of any race.

Based on their testing, the bureau’s researchers have recommendedcombining the questions about race and ethnicity into one and adding a checkbox for “Middle Eastern or North African.” OMB is expected to announce decisions on those proposals by summer 2024.

Project 2025’s plan, however, calls for a Republican administration to “take control of this process and thoroughly review any changes” because of “concerns among conservatives that the data under Biden Administration proposals could be skewed to bolster progressive political agendas.”

Meeta Anand, senior program director of census and data equity at The Leadership Conference on Civil and Human Rights, says any attempts to modify or roll back changes would be a movement away from accuracy and “truly understanding who we are as a nation.”

“If you were to have a stop and say, ‘Let’s review the questions again. Let’s conduct another research test,’ we would need to see appropriations for the Census Bureau to be able to do that. They would need to mount another test all over again. And there’s no way it would be done in time for 2030,” Anand adds. “Census advocates were trying to get revisions in place for the 2020 census, and that just never happened.”

The plan’s emphasis on a “conservative” approach to the census is raising concerns, including from a former top Trump official

Terri Ann Lowenthal, a former staff director of the House oversight subcommittee for the census who served on former President Barack Obama’s presidential transition team on census issues, sees the plan’s call to get rid of at least one of the bureau’s committees of outside advisers as a way to reduce transparency about how the agency produces the country’s statistics.

“This really is sort of undermining all of the principles and practices that federal statistical agencies should be following. And that is extremely troubling,” says Lowenthal, who is now a census consultant.

For Democratic Sen. Brian Schatz of Hawaii, one of the few vocal census advocates in Congress, Project 2025’s proposals run counter to his attempts to shield the bureau from further interference through new legislation.

“This is a clear partisan effort to force an undercount of communities of color. It’s unlawful and unconstitutional,” Schatz says in a statement.

The plan’s call to carry out a “conservative agenda” at the bureau is also catching public criticism from a less likely source: former Commerce Secretary Wilbur Ross.The former top Trump administration official pushed for a citizenship question while overseeing the bureau, and an investigation by the Commerce Department’s Office of Inspector General found that Ross “misrepresented the full rationale” for adding a citizenship question when testifying before Congress in 2018. During the Trump administration, the findings were presented to the Justice Department, which declined to prosecute Ross.

“I think that the job of the census is to provide data. If the elected officials want to interpret that one way or another, well, that’s OK. That’s their prerogative. I don’t think the census should try to shade things in any political direction,” said Ross, who declined to answer questions about a citizenship question but said he believes it is “a valid question.”

On whether there should be more political appointees at the bureau, Ross said it’s not a question he has “really thought about” but noted: “To the degree that the implication was that the census should be more politicized, I do not agree with that.”

Ross said that until NPR contacted him, he was not aware of Project 2025’s census proposals written by Gilman, who served under Ross as the Commerce Department’s CFO.

“I’m frankly a little bit surprised that he regards himself as an expert on what actually happens in terms of the census. I don’t recall him being that involved in the whole process,” Ross said.

For Lowenthal, the census consultant who is a longtime watcher of the national head count, Project 2025’s census recommendations mark a notable shift in the right wing’s approach.

“I have not seen anything remotely like these proposals in this document coming out of previous Republican administrations,” Lowenthal says. “I think that the author or authors of this document clearly understand that if you control the production and flow of information, you can control how people view their government, the actions their government is taking or not taking and their view of the world around them. These proposals should raise alarm bells, I think, for anyone worried about the future.”

U.S. Census Bureau director to resign amid criticism over citizenship data

Facing criticism over efforts to produce citizenship data to comply with an order from President Donald Trump, U.S. Census Bureau director Steven Dillingham said Monday that he planned to resign with the change in presidential administrations.

Dillingham said in a statement that he would resign on Wednesday, the day Trump leaves the White House and President-elect Joseph Biden takes office. Dillingham’s term was supposed to be finished at the end of the year.

The Census Bureau director’s departure comes as the statistical agency is crunching the numbers for the 2020 census, which will be used to determine how many congressional seats and Electoral College votes each state gets, as well as the distribution of $1.5 trillion in federal spending each year.

In his statement, Dillingham said he had been considering retiring earlier, but he had been persuaded at the time to stick around.
“But I must do now what I think is best,” said Dillingham, 68. “Let me make it clear that under other circumstances I would be honored to serve President-Elect Biden just as I served the past five presidents.”

A Census Bureau spokesman said the agency’s chief operating officer, Ron Jarmin, will assume the director’s duties. Jarmin served in the same role before Dillingham became director two years ago.

Last week, Democratic lawmakers called on Dillingham to resign after a watchdog agency said he had set a deadline that pressured statisticians to produce a report on the number of people in the U.S. illegally.

A report by the Office of Inspector General last week said bureau workers were under significant pressure from two Trump political appointees to figure out who is in the U.S. illegally using federal and state administrative records, and Dillingham had set a Friday deadline for bureau statisticians to provide him a technical report on the effort.

One whistleblower told the Office of Inspector General that the work was “statistically indefensible.”

After the release of the inspector general’s report, leaders of the National Association of Latino Elected and Appointed Officials, Asian Americans Advancing Justice and The Leadership Conference on Civil and Human Rights called for Dillingham’s resignation, and several Democratic lawmakers followed suit.

Dillingham then ordered an indefinite halt to the efforts to produce data showing the citizenship status of every U.S. resident through administrative records.

During Dillingham’s tenure, the Trump administration unsuccessfully tried to put a citizenship question on the 2020 census questionnaire, and the president issued two directives that advocacy groups said were part of efforts to suppress the participation of minorities and immigrants in the head count of every U.S. resident.

Trump’s first directive, issued in 2019, instructed the Census Bureau to use administrative records to figure out who is in the country illegally after the Supreme Court blocked the citizenship question. In the second directive last year, Trump instructed the Census Bureau to provide data that would allow his administration to exclude people in the U.S. illegally from the numbers used for divvying up congressional seats among the states.

An influential GOP adviser had advocated excluding them from the apportionment process in order to favor Republicans and non-Hispanic whites, even though the Constitution spells out that every person in each state should be counted. Trump’s unprecedented order on apportionment was challenged in more than a half-dozen lawsuits around the U.S., but the Supreme Court ruled last month that any challenge was premature.

Dillingham oftentimes appeared cut out of the loop on these census-related decisions made by the White House and Commerce Department, which oversees the Census Bureau. At a congressional hearing in July, Dillingham said he wasn’t informed ahead of time before Trump issued his directive on the apportionment numbers.

The pandemic and errors found in the data have forced the Census Bureau to delay releasing the numbers used to apportion congressional seats until early March.

Last week, the Department of Justice and municipalities and advocacy groups that had sued the Trump administration over the 2020 census agreed to put the lawsuit on hold for 21 days so the Biden administration can take power and decide how to proceed with the census and the litigation.

“Director Dillingham’s departure will coincide with the inauguration of President-elect Joe Biden and Vice President-elect Kamala Harris, providing the new administration the opportunity to appoint competent, ethical leadership committed to the scientific integrity of the Census Bureau,” Arturo Vargas, CEO of the National Association of Latino Elected and Appointed Officials (NALEO) Educational Fund, said Monday.

Census Bureau Releases Preliminary Results Of 2019 Test Of Citizenship Question

Will be interesting to see the detailed analysis and review by outside experts:

If the Trump administration had been allowed to add the now-blocked citizenship question to the 2020 census, it likely would not have had a significant effect on self-response rates, the Census Bureau said Thursday.

Preliminary analysis of a national experiment the Census Bureau conducted earlier this year with two versions of a test census form — one with a citizenship question and one without — suggests that question could lower self-response rates in some parts of the country and for some populations. In a blog postreleased Thursday, the bureau highlighted a 0.3% difference in the share of participants identifying as Hispanic.

Still, the differences overall were “small,” according to Victoria Velkoff, the bureau’s associate director for demographic programs who wrote the post.

The bureau’s early findings could temper some concerns that including the question would deter households, especially those with noncitizens, from taking part in the constitutionally mandated head count of every person living in the U.S.

The Census Bureau randomly selected approximately 480,000 households across the country, except in remote Alaska and Puerto Rico, to take part in what it has called the “2019 Census Test.” Half of those households were asked to complete test forms with the question, “Is this person a citizen of the United States?”

The bureau scrambled to put together the test earlier this year in response to the administration’s push for the question. It’s not clear when the bureau plans to release a final report on the experiment.

Some critics of the citizenship question are holding their judgment of the bureau’s early findings. An earlier study by researchers at the bureau suggested the question would have deterred at least 9 million people from self-responding to the census.

“All other research to date by the Census Bureau has indicated that adding a citizenship question to the census would depress responses among noncitizens and Hispanics,” Dale Ho, an ACLU attorney who is helping to represent plaintiffs in lawsuits over the question, said in a written statement. “We look forward to seeing whether the full results of this latest study are consistent with the bureau’s previous findings in this regard.”

But in a statement, Commerce Secretary Wilbur Ross — who oversees the bureau and approved adding the question — called the preliminary results “gratifying news to those who supported its inclusion.”

Throughout the legal battle over the question, opponents raised concerns that adding a citizenship question would force the Census Bureau into spending more time and money to gather responses from reluctant households.

However, the bureau’s preliminary analysis of its field test suggests it would not have needed more door knockers to follow up with people in households who did not fill out a form themselves, Velkoff wrote in the blog post.

Velkoff added that it’s unclear from these test results how the question could have impacted the “completeness and accuracy” of the 2020 census overall.

The bureau’s early findings come more than a year and a half after Ross announced his decision in 2018 to add the hotly contested question. This summer, three federal courts permanently blocked the question from being added — in part because the bureau had not conducted required testing of public reaction to including a citizenship question on 2020 census forms.

The nine-week test took place in the midst of a heated legal battle over the question. By early July, it sparked confusion around the country about why the bureau was continuing to use census forms to ask about people’s U.S. citizenship status after a majority of the U.S. Supreme Court ruled to keep the question off.

The bureau has said the test results could be “valuable” to any officials considering adding such a question to future census forms.

After backing down from efforts to use the 2020 census to ask about citizenship status, the Trump administration is now moving forward with compiling government records to produce detailed citizenship data.

In an executive order released in July, President Trump said that he wants the data to be available for state redistricting officials to use when redrawing voting districts after the national head count. A prominent GOP redistricting strategist, Thomas Hofeller, has concluded that this kind of citizenship data could give Republicans and non-Hispanic white people a political advantage.

In his executive order, Trump also left open the possibility of a resurrected political fight over a census citizenship question. The president directed the commerce secretary, who oversees the Census Bureau, to “consider initiating any administrative process necessary to include a citizenship question on the 2030 decennial census.”

USA: Why the Announcement of a Looming White Minority Makes Demographers Nervous

Always a challenge how to present data and trends in a manner that will not inflame debate. Even when presented with appropriate nuance, the risk remains.

Struggled a bit with this in my recent article, Hospital stats show birth tourism rising in major cities, and judging by the reaction on Twitter, appears I got the balance right, although of course there were critiques by those on the left and right:

The graphic was splashy by the Census Bureau’s standards and it showed an unmistakable moment in America’s future: the year 2044, when white Americans were projected to fall below half the population and lose their majority status.

The presentation of the data disturbed Kenneth Prewitt, a former Census Bureau director, who saw it while looking through a government report. The graphic made demographic change look like a zero-sum game that white Americans were losing, he thought, and could provoke a political backlash.

So after the report’s release three years ago, he organized a meeting with Katherine Wallman, at the time the chief statistician for the United States.

“I said ‘I’m really worried about this,’” said Dr. Prewitt, now a professor of public affairs at Columbia University. He added, “Statistics are powerful. They are a description of who we are as a country. If you say majority-minority, that becomes a huge fact in the national discourse.”

In a nation preoccupied by race, the moment when white Americans will make up less than half the country’s population has become an object of fascination.

For white nationalists, it signifies a kind of doomsday clock counting down to the end of racial and cultural dominance. For progressives who seek an end to Republican power, the year points to inevitable political triumph, when they imagine voters of color will rise up and hand victories to the Democratic Party.

But many academics have grown increasingly uneasy with the public fixation. They point to recent research demonstrating the data’s power to shape perceptions. Some are questioning the assumptions the Census Bureau is making about race, and whether projecting the American population even makes sense at a time of rapid demographic change when the categories themselves seem to be shifting.

Jennifer Richeson, a social psychologist at Yale University, spotted the risk immediately. As an analyst of group behavior, she knew that group size was a marker of dominance and that a group getting smaller could feel threatened. At first she thought the topic of a declining white majority was too obvious to study.

But she did, together with a colleague, Maureen Craig, a social psychologist at New York University, and they have been talking about the results ever since. Their findings, first published in 2014, showed that white Americans who were randomly assigned to read about the racial shift were more likely to report negative feelings toward racial minorities than those who were not. They were also more likely to support restrictive immigration policies and to say that whites would likely lose status and face discrimination in the future.

Mary Waters, a sociologist at Harvard University, remembered being stunned when she saw the research.

“It was like, ‘Oh wow, these nerdy projections are scaring the hell out of people,” she said.

Beyond concerns about the data’s repercussions, some researchers are also questioning whether the Census Bureau’s projections provide a true picture. At issue, they say, is whom the government counts as white.

In the Census Bureau’s projections, people of mixed race or ethnicity have been counted mostly as minority, demographers say. This has had the effect of understating the size of the white population, they say, because many Americans with one white parent may identify as white or partly white. On their census forms, Americans can choose more than one race and whether they are of Hispanic origin.

Among Asians and Hispanics, more than a quarter marry outside their race, according to the Pew Research Center. For American-born Asians, the share is nearly double that. It means that mixed-race people may be a small group now — around 7 percent of the population, according to Pew — but will steadily grow. Are those children white? Are they minority? Are they both? What about the grandchildren?

“The question really for us as a society is there are all these people who look white, act white, marry white and live white, so what does white even mean anymore?” Dr. Waters said. “We are in a really interesting time, an indeterminate time, when we are not policing the boundary very strongly.”

The Census Bureau has long produced projections of the American population, but they were rarely the topic of talk shows or newspaper headlines.

Then, in August 2008 at the height of Barack Obama’s campaign for president, the bureau projected that non-Hispanic whites would drop below half the population by 2042, far earlier than expected. (The projections, which change with birth, death and migration rates, have also placed the shift in 2050 and in 2044.)

“That’s what really lit the fuse,” said Dowell Myers, a demographer at the University of Southern California, referring to the 2008 projection. “People went crazy.”

It was not just white nationalists worried about losing racial dominance. Dr. Myers watched as progressives, envisioning political power, became enamored with the idea of a coming white minority. He said it was hard to interest them in his work on ways to make the change seem less threatening to fearful white Americans — for instance by emphasizing the good that could come from immigration.

“It was conquest, our day has come,” he said of their reaction. “They wanted to overpower them with numbers. It was demographic destiny.”

Dr. Myers and a colleague later found that presenting the data differently could produce a much less anxious reaction. In work published this spring, they found that the negative effects that came from reading about a white decline were largely erased when the same people read about how the white category was in fact getting bigger by absorbing multiracial young people through intermarriage.

It is unclear exactly when the idea of a majority-minority crossover first appeared, but several experts said it may have surfaced in connection with the 1965 Voting Rights Act.

Ms. Wallman, the chief statistician for the United States from 1992 to 2017, who helped develop the first governmentwide standard for data on race and ethnicity that came into use in the late 1970s, said she did not like having to categorize by race, but that the government had to for oversight.

“I wish we didn’t have to ask,” she said. “But to me, that’s the rock and the hard place.”

Race is difficult to count because, unlike income or employment, it is a social category that shifts with changes in culture, immigration, and ideas about genetics. So who counts as white has changed over time. In the 1910s and 1920s, the last time immigrants were such a large share of the American population, there were furious arguments over how to categorize newcomers from Europe.

But eventually, the immigrants from eastern and southern Europe came to be considered white.

That is because race is about power, not biology, said Charles King, a political science professor at Georgetown University.

“The closer you get to social power, the closer you get to whiteness,” said Dr. King, author of a coming book on Franz Boas, the early 20th-century anthropologist who argued against theories of racial difference. The one group that was never allowed to cross the line into whiteness was African-Americans, he said — the long-term legacy of slavery.

To Richard Alba, a sociologist at the City University of New York, the Census Bureau’s projections seemed stuck in an outdated classification system. The bureau assigns a nonwhite label to most people who are reported as having both white and minority ancestry, he said. He likened this to the one-drop rule, a 19th-century system of racial classification in which having even one African ancestor meant you were black.

“The census data is distorting the on-the-ground realities of ethnicity and race,” Dr. Alba said. “There might never be a majority-minority society; it’s unclear.”

Asked for a response to Dr. Alba’s critique, a Census Bureau spokesman said in an email that “we constantly consult with stakeholders, and scholars, including Richard Alba and other federal agencies to improve our techniques, methodologies, and testing of population projections.”

William Frey, a demographer at the Brookings Institution, argued that the Census Bureau was doing the best that it could at a time whensociety was changing quickly. He was skeptical that today’s Asians and Hispanics were analogous to the white ethnic Americans of the 20th century, and believed that a less conservative count would not do much to change the bigger picture. Besides, it is not the job of academics to protect people from demographic change, he said.

“Irrespective of the year, or the turning point, the message needs to come out about what the actual facts are,” Mr. Frey said. “We are becoming a much more racially diverse society among our young generation.”

Others say they are not sugarcoating statistics, but showing that the numbers have many interpretations, and that white-versus-everyone-else is only one. It not only reduces the American patchwork to a crude, divisive political formula, they say, but perhaps more important — with the categories in flux — it might not even be true.

The Census Bureau released new projections this year in March filled with data about the country’s future. In the coming decades, adults 65 and older will outnumber children for the first time in the country’s history. The share of mixed-race children is set to double.

But there was no mention of a year when white Americans would fall below half the population.

When asked about the change, a spokesman for the Bureau said: “It was just us getting back to sticking to data.”
